A Study Of Coordinative Development Between Environment And Economy And Application Of GIS In The Pearl River Delta

As the leader of reform and opening of China, there is a rapid economy development in the Pearl River Delta, but at the same time, the environment is deteriorating at a rapid pace. Nowadays, coordinative development is deemed to the best choice which treats with economy development and environmental protection, and the external needs which achieves socialistic modernization. The Pearl River Delta will achieve modernization on the whole in the Eleventh "Five-Year Plan", so it's an urgent task to promote coordinative development between environment and economy in the Pearl River Delta.This paper evaluates the environmental quality's change and economy development status from the Ninth "Five-Year Plan" to Tenth "Five-Year Plan" systematically, by means of multivariate statistics analysis and GIS technique, combined with gravity center theory and Environmental Kuznets Curve hypotheses. And then discusses coordinative development strategies between environment and economy in the Pearl River Delta according to coordinative development trend.The content includes: (1) study of index system, models and method about appraising coordinative development status between environment and economy in the Pearl River Delta;(2) evaluation of economy development, environmental quality change and coordinative development status between environment and economy in the Pearl River Delta;(3) analysis about evolvement of environmental gravity center, economy gravity center and coordinative development gravity center between environment and economy in the Pearl River Delta;(4) study of Environmental Kuznets Curve in the Pearl River Delta;(5) study of coordinative developmentstrategies between environment and economy in the Pearl River Delta;(6) Study of the Pearl River Delta regional sustainable development evaluation information system based on GIS.This paper has achieved some conclusions, as follows:(1) In the Pearl River Delta, economy was fluctuant in the Ninth "Five-Year Plan" and rapid development in the Tenth "Five-Year Plan";all cities' environmental quality was deteriorating in the Tenth "Five-Year Plan";coordinative degree between environment and economy was improving, but coordinative level was descending;the status of coordinative development level between environment and economy looks satisfied, but it would descend according to forecast.(2) Whole development was balanced whether environment or economy in the Pearl River Delta.(3) Environment quality's trend include: Shenzhen, Foshan, Zhuhai, Huizhou and Zhaoqin will descend;Guangzhou, Dongguan, Jiangmen will improve, Zhongshan will fluctuate.(4) The regional coordinative development strategies between environment and economy in the Pearl River Delta are: Inner tier improve environment quality, outer tier promote economy development;East bank improve environment quality, west bank promote economy development. Every city's coordinative development strategies include: Shenzhen-avoids environmental quality's drop;Guangzhou and Dongguan- make great efforts to improve environmental quality;Foshan- makes great efforts to promote economy development and improve environmental quality;the rest-promote economy development hammer and tongs.At last, this paper discusses build of the Pearl River Delta regional sustainable development evaluation information system based on GIS and realizes an archetypal system.
