Earthquake disaster is one of the most affected natural disasters to human society, governments in the world are trying to make their own towns under the jurisdiction has sufficient capacity to withstand earthquake damage risk, and want to know what level of risk is of the city they are living, they hope of the Government's efforts to make the city's earthquake disaster risk assessment can be seen as an evaluation that can be determined.(1) Improved the city's seismic risk evaluation index systemAccording to three criteria and impact criteria of the three Six main indicators of the specific content and its influence range, of urban earthquake disaster risk and built up its subsystems under an optimization of urban earthquake disaster risk assessment framework. Jn decision-making methods, this paper, an improved AHP method has been taken to accurate the three criteria and the weights of the six. At the same time within the system according to characteristics of different evaluation objectives have various indicators, the subsystem of the weight of each index were also calculated and analyzed, which making urban earthquake disaster risk assessment system more .reasonable and effective(2) An acceptable risk earthquake standards was proposedThe concept of acceptable risk was introduced in Evaluation system in earthquake disasters combined with an acceptable level of risk assessment area, the original concept of the risk of damage to expanding technology. Classification criteria for urban seismic risk level was proposed4) Characteristics, functions and realization method of WebGIS are researched The difference between WebGIS and the traditional GIS techniques in earthquake damage assessment Show that it has many advantages in applications, such as a powerful spatial data dissemination, spatial model and query search features, making sharing of resources and procedures for the deployment of great convenience and so on.As the WebGIS applications in seismic risk technological advantages, WebGIS support of earthquake damage risk evaluation system is bound to be a seismic risk assessment of research with great potential,.(5) ArcGIS Server Web ADF development framework implements a good combination of AJAX and WebGIS, the system has facilitated the development of functional(6) Seismic risk management information system based on WebGIS Integrated risk assessment modelFor the first time, ArcGIS Server is used through the B/S Mode of the seismic risk management platform, and the development of urban earthquake disaster risk management information system, implementation of basic data management and maintenance, buildings and lifeline the calculation of such damage risk and display. At the same time system used of AJAX technology to control the partial page refresh, increased the user's experience and system interoperability, also increased the systems'work efficiency.
