Realizing from water saving to restrictive water use means not only the advanced recognition and consciousness progress but also the improvement of urban water management. It is the restrictive water use that constitutes the core of modern sustainable urban water use management.The viewpoint of sustainable urban water use management inherits the advanced mentality, i.e. the emphasis of integrated water management of future change, socialwelfare and ecological system protection. It brings forward from the deep administrative levels of sustainable urban development that the goal and keystone of sustainable urban water use management are the scientific management of urban water resources through restrictive water use, realizing ultimately the sustainable social development, in which ecological continuance is the foundation, economical continuance is premise and social continuance is the final goal.
