Study On China's Natural Protected Area's Public Management Based On The Value Analysis

Nowadays, the problem of the world environment pollution, broken ecosystem, reduced species diversity etc. is increasingly outstanding. This problem not only influence to the mankind's life seriously, even threaten to the mankind's existence. Experienced a long-term society to practice, people have known the protection for natural resources and the ecosystem environment, protecting species diversity, have extremely important meaning to the mankind's existence and development. Protecting a natural resource is an important measure for this. However, building up a natural protect area(NPA) is the first step of protecting the resources and environment only, adoption what kind of mode and how to manage a good NPA availably that is a more important problem in front of us.Under the basic concept and foundation of natural protect area in domestic and abroad, we use the related economic theory to analyze all kinds function of the natural protect area. We divide the function of natural protect area into four types, i.e., common property, common resources, naturally monopolized goods and private goods. Under the public analysis of the foundation of the natural protect area and the comparative analysis on the natural resources worth valuation method, the author sets up the valuation method system of natural protects area. Using the public policy analytical theories and method, conflict management theories and stake holder theories etc., we analyze the existent problem in the natural protect area management deeply and put forward the methods to resolve this problem. Such as lacks of management body and funds investment, weak technology power, imperfect laws framework and rule of law and inconsistent community's relationship, analyze the NPA's benefits correlationship and their value tendency and the positive and subtractive infection, and put forward the dealing methods and means of conflict management using the theories of the benefits correlationship and conflict management. Explore the new management style of the natural protect area from the public management angle and set up the"1+x"public management style of natural protect area which based on the analysis of value in our country, to adapt the corresponding"1+x"model according the ecotypic,social and economic value of the NPA and the public characters of the NPA's product. Finally, with example of FENG LIN national protect area, we analyze the publicity of the function of natural protect area, evaluate it's ecotypic societal and economic value that it's correspond. Combining the practicality, we design the public management framework based the value volume, and put forward the corresponding management countermeasure.Through inducting the public management theory and method into the NPA management, this paper band together the worth valuation and the public analysis with the public management of the natural protect area. By this research, the theory of the nature protect area must be abundant and active. This paper takes the natural protect area as a whole public goods from the worth analysis of the natural protect area. By researching the management mode from the public management angle, we set up a public management mode based on the value evaluation. Public management not only can be built up on the foundation of the qualitative analysis, and can be built up on the quantitative analysis. The paper provides the scientific gist and method system for the NPA's management in sight of theory, method and positive study to enrich the NPA's management. Exploring a new path for the natural public area management and contributing to the research of natural protect area sustainable development are the aims of this dissertation.
