Studies On The Win-win Theory And Practice Of Regional Ecology Construction & Economy Development

The"Economy development"and the"Ecology Construction"are the important contents in the regional sustainable development. The"Economy development"is the core to regional sustainable development, and the"Ecology Construction"is the key of regional sustainable development and the only way to realize regional sustainable development, which has been come to an agreement among ecologist, economist and officer. In the practice of regional construction, sometime the"Ecology Construction"is ignored, and there are many mistakes in the comments about"Economy development"and the"Ecology Construction". It leads to many errors in the practice of regional construction. Because of the important of ecology construction and the impendence of economy development, regional development must try to guide the regional construction to the win-win road, and which will the certain choose for realizing sustainable development.In this thesis, by using the theories and methods of economics, sociology and system ecology, and analyzing the resource value and environment value of natural capital, we try to realize the important of natural capital's double functions and values for people's life and development, and the oneness of natural capital double function's utilization and cultivation, and drawing the rationality and feasibility of win-win mode, and fulfilling the oneness of ecology and economy function and benefit, and directing the regional construction and development . Taken the ecology construction of moat in Shaoxing City and western wetland of Chongming Island in Shanghai as case, we try to illuminate the application courses and results by analyzing the value transformation of natural capital. Major conclusions of the study are:1. The research of regional ecosystem and win-win mode(1) A new classification system of service value was set up. The ecosystem service value was divided into resource value and function value by people's paying ability. In the scale of region, the ecosystem service function was put by life sustaining system which was offered by ecosystem, so the connotation include 17 term service functions advanced by Costanza. According to people's paying ability, the 17 term service functions were divided into resource value and function value. Resource value was defined as the service function bringing economy benefit and paying directly. Function value was defined as the service function not bringing economy benefit and not being pay directly, but sustaining and protecting the natural ecosystem, ecology process, human activity, life property, and offering some service function amazing people's mind. The natural capital, as the restricting factor of economy development, has double function and vale, and has the character of"multiplication"and"increment". There are some mistakes of the economy development in the past, which is pursuing natural capital's resource value, and ignoring function value.(2) A win-win mode between ecology construction and economy development was advanced on the basis of ecosystem service function and natural capital's theory, which is"cultivating natural capital, restoring system function and expanding environmental capacity". When supposed the feasibility of win-win theory, people can utilize and cultivate the double function of natural capital according to development demand of regional ecosystem, fulfill the most conformity of resource value and function value of natural capital, expand environmental capacity, and come to win-win finally.2. The natural capital's transform in the course of ecology construction on western wetland of Chongming IslandDifferent ecosystem management mode will affect ecosystem service function by changing the structure and course of ecosystem. By comparing the service function of the western wetland in different use stages(irrational use– extensive exploitation - rational use) and different management mode(irrational protection - effective protection - effective management), a theory foundation of wetland's ecological restoration and rational utilization was offered, which will realize the sustainable development and win-win between society and economy. The results showed, value of the wetland was RMB 3.487×103 Y·ha·a^-1 during reclamation, RMB 1.34×104 Y·ha·a^-1 during tidal flat, but the value can achieve RMB 6.0667×104 Y·ha·a^-1 after being restored, 4.5 times larger than that of tidal flat, 17 times larger than that of reclamation. 3 The change of carrying capacity on western wetland of Chongming IslandIn different use stages, irrational use, extensive exploitation ,rational use, the per capital ecological footprints on biological resources in Lvhua town respectively were 0.8256ha·cap^-1, 0.7182ha·cap^-1,0.6873ha·cap^-1; The per capital ecological footprints on energy resources in Lvhua town respectively were 1.9962ha·cap^-1, 1.9717ha·cap^-1, 1.7355ha·cap^-1; The per capita carrying capacity respectively were 9.2851ha, h17.1337a, 18.4601ha; The per capita ecological surplus respectively were 6.58782ha, 14.5203ha, 15.8832ha. Obviously, with the changing of use modes of wetland, the utilizing efficiency of resource was advanced. The use mode of western wetland of Chongming Island was changed, from irrational use in first to extensive exploitation to rational use finally.4 The natural capital's transform in the course of restoration on moat in Shaoxing CityThe value of regional ecosystem service function is increased by implement of ecosystem construction and cultivation of natural capital. After bi-shore greening and protecting , the ecosystem service function has been changed obviously on moat in Shaoxing City. Taken Jianshan Park as case, the total value of ecosystem service function is RMB 3.4455×10⁶ Y·ha·a^-1, resource value is RMB 1.6619×10⁶ Y·ha·a^-1, and function value is RMB 1.5199×10⁶ Y·ha·a^-1.Major innovations of the study are:(1) By people's paying ability, the ecosystem service value was divided into resource value and function value.(2) A win-win mode between ecology construction and economy development was advanced, which is"cultivating natural capital, restoring system function and expanding environmental capacity".(3) Applying the theory of ecosystem service function to ecology construction, and applying the evaluation method of ecosystem service function to evaluating the service function change, the ecology construction become more rational and valid.
