Coordinated protection and control for power system based on power grid wide area information is the important approach to solving the problem of safety and steady operation of power grid which worry the electric power industry department for a long time, but the data transmission rate and flexibility of conventional telecontrol system for power system can not meet the requests of real-time data exchange of Coordinated protection and control for power system. Whereas the conditions that optical fiber cable SDH power data communication network has been on a scale at present and there is substance foundation for establishing the telecontrol system for power system based on Wide Area Network (WAN), and on basis of the newest international standard of IEC--communication networks and systems in substations, the transmission mode of telecontrol information under the new network structure of telecontrol system has been studied deeply in the paper. The main contributions are: (1) By studying the implementations of IEC 61850 applied to new telecontrol system for power system, the network structure, communication mode of IED, telecontrol communication information model and services model of IED of the telecontrol information transmission system which based on IEC 61850 and being capable of the old system have been proposed for the first time, and the scheme and implementations of by adopting communication proxy server to realize the IEC 60870-101/104-to-IEC 61850 transition. (2) Structure models of Multi-Agent system for tele-information transmissoin--IED_Agent and Dispatching_Agent have been proposed, the Agent-templates have combined organically the IEC 61850, telecontrol transmission task and the characteristics of software Agent. The organization mode, control structure, data flow and dynamic changing process of state among the components of model of the main Agent have been described formally by the theories of epistemic logic system. On basis of the formalization description, the methods of adopting the technologies of Object-Oriented and sub-class component to realize the telecontrol communication Agents have been presented, and the technologies and methods of realizing the main components of Agents have been researched deeply. (3) To solve the problems of the heterogeneous distribution and transmission speed in the telecontrol system, a method of mapping the IED's telecontrol communication service model to TAO, a Real-time CORBA technology, has been proposed. The problems that how the mechanisms of TAO such as Real-time Event Service and distributed real-time Qos have been applied to the communication mechanisms and strategies for two types of Agents have been researched deeply, in which especially the methods about the distribution, handle and mapping to the CORBA priority of the telecontrol messages priorities have been given. (4) The validity of each type of Agent models based on IEC 61850 in the Multi-Agent system and the feasibility and advantagy of the implementations based on TAO of telecontrol communication have been proven through developing a simple prototype system for power system telecontrol and making tests on it. (5) To make it easy to manage the IED and its monitoring data for dispatching centre and realize the plug and play of IED, the Schema of IED self-description document which adapted to the telecontrol system of power grid has been presented and the corresponding document sample has been given.
