| From 1990s, the world power has taken great change and power system of China has too.2002 SERC(State Energy Regulation Commission)ordinated the new scheme of power reformation which is leaded to a new stage. Power reformation is new for both world and China, so it is valuable to promote the research on power reformation.The dissertation studies the electricity market reform theory comprehensively and objectively, including the electric power technical economics characteristic, the basic theories of overseas electricity market reform and the comparison between monopolistic management and deregulation. Besides, it has carried on the comprehensive analysis to the cause of the international electricity market reform, the electricity market reform practice of these countries which are England, U.S.A, France, EU etc, which including the reform cause, background, pattern and the operation mechanism of these various countries. In addition, the report analyses the domestic electricity market construction thoroughly and put forward several political proposals. It plays a directive role in the electricity market construction of the State Grid Corporation of China.This main goal of this dissertation is that how to build various mathematics modling based on several data-demos, including macro-economics index of country, consumption capacity of electric power of society and daily average load of the objection province. At the same time, the applicability of models was presented.The dissertation is devoted to explore the investing and financing system of Chinese power. And it is discussed in three parts.Part one, is the theory base of the research. We refer to the developing economics, developing finance, electric power, controlling economics and discuss the relationship of them. chapter two and three is the history material of the paper. We retrospect the path of electric power development and the phases of Chinese electric power reformation. We conclude marketlisation or liberalization is the main orientation of the reformation. And then we discuss the investment and financing of electric power in China.Part two, including chapter four, five and six is the main part of the dissertation. We analysis and compare the items of investing and financing of electric power project in which we focus on project financing. We discuss the developing history, characteristic, advantage of the project financing.The system dynamics are applied in the medium21ong term electric power demand forecasting. The method described can considervarious influencing factors on electric power demand, and can bring the experience of experts in electric power and economy into full play. The forecasting combines the experience of experts with mathematical forecasting, and the forecasting errors caused by policy and society elements can be decreased. The users can accumulate experiences through using constantly this model so as to increase the forecasting precision.But there are many different opinions on the leading effect which two-parts electricity price on generation capacity investment; therefore, a systems dynamics model about electricity price in power market was constructed based on the Vensim software for examining these different viewpoints. The model focuses on feedback relations between two-parts electricity price and generation capacity investment in free competition regional electricity market. According to the computer simulation and the correlation analysis, the following conclusions were made:this two-parts electricity price can realize the equilibrium in regional generation market easily and will not create capacity investment fluctuation, furthermore, the constitution of two-parts electricity price formed by market competition is quite reasonable.Part three is the conclusion of the research. We conclude the research and make some suggestions for power reformation of china and offe the proper path for the developing of financing of power project.
