Research On Classified Value Evaluation And Development Strategy Of Nansha Islands

Nansha Islands belong to China's territory since ancient times. However, some neighboring countries of the South China Sea continued to violate Nansha Islands because of the very important geographical location and rich resources since 1970s, which invaded sovereignty of China and harmed the national maritime rights and interests seriously. Till nowadays, dispute of Nansha Islands escalated continuously, and tended to be complex and international. In this context, large amount of relevant research data were extensively collected at home and abroad. This paper analyzed the value factors of Nansha Islands through several points, discussed the classified value evaluation and obtained scientific and resonable evaluation results. Finally, the strategic policy and suggestions about how to manage and develop Nansha Islands were proposed on the basis of analysis and discussion to the evaluation results.1. Research status of Nansha Islands was summarized in this paper, which included naturl resources, environment, history, laws, disputes and so on in China. However, the surrounding national policies, laws and how to solve disputes were mainly studied abroad. In the research of natural science, special subjects were used frequently, but not the comprehensive survey and research. Also, the limited survey range to reefs and sea area of Nansha Islands because of the district sensitivity issue induced to the deficience of large amounts of improtant information and data. However, the humanities and social sciences research to the sovereignty of Nansha Islands were mainly concentrated on history and legal basis in China, sovereign claim of neighboring countries to Nansha Islands, current situation of dispute and solution ways. Research thought, methods, contents and original ideas were proposed in this paper based on the background and deficiency of previous research.2. The overview of Nansha Islands was discussed in this part. Firstly, this chapter stated the important value of Nansha Islands as its significant geographical situation, abundant natural resources, paticular ecosystem and huge development potential, and then explained the meaning of some concept such as reef, beach, sandbank, underwater sandy beach. Finally, the origin and basis of placename were analyzed, and indicated the positive effect and shortage of present denominate as well as the adverse effect of denominate did by foreign country.3. The main value factors of Nansha Islands were elaborated based on strategy, rights and interests, natural environment, natural resources, social economy and history culture. In the process of sorting and analyzing data, the concept, connotation and primary content of value factor were described, which provided data basis for value evaluation.4. A new evaluation method (SAVEE) was selected to analyze the value of Nansha Islands. Classfied evaluation was used and evaluation factors were selected and set according to the characters of Nansha Islands in this chapter to divide its value into maritime rights and interests, strategic value, value of resource development and ecosystem services value. Moreover, logical improvement was made to SAVEE for the better application to oceanography.5. Classified value evaluation was conducted to some typical islands, reefs, and regions of Nansha Islands on the basis of processing and analysis to present resource and data. Twenty-two islands or reefs were selected in this paper, which geographically distributed in the north, central section, south west and east of Nansha Islands, located in the islands or reefs concentrated region. Moreover, the effective scope of these islands or reefs covered almost all the area of Nanshan Islands, as well as six reefs. In morphological, these twenty-two islands or reefs included island, reef and sandbank, and pinnacle reef, table reef and atoll were included based on the type of coral reef. The selected regions were five basins which represented the biggest development potential to oil and gas resources. Quiet a few of these islands or reefs had significant rights and interests value, strategic value and ecosystem services value based on the analysis, calculation to evaluation objects as well as the evaluation results, which should be the important objects of future management, development and protection. Among the five basins, Zengmu Basin, Wen Lai Shaba Basin and Wanan Basin possessed very important oil and gas resources development value, which should be regarded as the key strategic target for oil and gas resources of South China Sea.6. Development situation of Nansha Islands was estimated in the coming period. The main theme will be peaceful and stable, however, small-scale conflict probably exist, interference from powerful country outside the region will become straightforward, and political situation of Taiwan may affect the future tendancy of Nansha Islands. Resonable suggestion to the future South China Sea policy, management and development were proposed on the basis of this situation and evaluation results, which sovereignty is belonging to China, logical development and effective management.
