In recent years, people have deeper understanding on ecological environment protection and exploration and utilization of natural resources, and the researchers have paid more and more attention to application of ecological decision support technology in ecological problems. At present, the important means for ecological decision support technology study is to carry out comprehensive analysis on the basis of performing digital management of ecological science information resources through comprehensive application of Remote Sensing (RS), Geographical Information System (GIS), Global Positioning System (GPS), network technology and modern information system technology, and to establish comprehensive decision support model. The successful application of ecological decision support technology can provide decision basis for ecological environment protection, resources exploration and regional development planning, and can also promote regional ecological information construction.In the recent decades, there are many research activities and results on ecological environment within Tibetan plateau basin range; however, these researches are mainly on specific subjects. There is less informationization construction on ecology of Tibet, especially comprehensive information system with decision support and evaluation analysis function. The basin within Tibet is one of the most complicated terrestrial ecosystems, with important effect in global environment changes; as a result, the experts and scholars of related fields have pay high attention to the way of using advanced information technology on scientific research of Tibetan plateau basin. This paper selects the typical region of the Tibetan plateau basin, namely the region located at "the four river basin" of Tibet where the population and economy are concentrated as the research region and the demonstration object for application of the system. Main content of the ecological decision support system with Tibetan basin characteristics developed by the paper includes: integrated research of ecological environment data of basin and comprehensive model, research ecological science information share technology of basin, decision support technology application research combining comprehensive ecological questions and answers decision model with spatial analysis.Ecological environment change will influence sustainable development of basin environment directly, and the socioeconomic development within the basin range will also influence the ecological environment of the basin directly. In order to deal with the relation between the socioeconomic development and ecological environment protection, it is necessary to make a comprehensive diverse strategy of sustainable development. Aiming at coordination of ecological environment and sustainable development, this paper focuses on the ecological environment evaluation model technology of basin and ecological model on ecological problem of Tibetan basin, so as to establish a comprehensive decision evaluation model. The quality evaluation of ecological environment includes an evaluation unit with ecological system within the basin range as evaluation scale and an evaluation unit with every basin as evaluation scale; and the evaluation of sustainable development capacity includes evaluation on population, economy, society and resource environment. Combining the evaluation model with the GIS spatial data expression and spatial analysis function, the paper researches, designs and develops an ecological decision support system suitable for characteristics of Tibetan plateau basin, the main results include:(1) The paper provides a model base framework based on combination of field model and software component. The field model is used to capture system requirement, describe relations among field business objects, provide enough extension point in the framework to solve problem brought by field comparability, and improve reusability of the decision evaluation software model. The paper realizes intelligent decision support technology, researches and designs model base based on workflow technology and the management system thereof combining workflow technology, establishes the ecological decision support model base framework of basin; the paper overcomes the problem that the prior model management level is low such that it is difficult to invoke the model, which results in an enhanced utilization efficiency of the model.(2) The paper applies the new technologies and methods developed by Agent software to the decision support system of the Tibetan basin. The paper provides an Agent-based model base system structure to realize intelligent management of model base, researches, designs and develops an Agent-based model base framework structure. The environment sensitivity of Agent can adjust the behavior according to the change of environment and ensure good communication and cooperation with the Agent. Application of Agent technology improves the intelligent level of the model base, which facilitates human-machine interactive model invoking and improves flexibility of the system, so as to provide basis for scientific ecological management of the basin.(3) The paper introduces the new spatial technology GeoWeb 2.0 into development of the system, namely it arranges application system and GIS service function on Internet. Web Geo makes the spatial data in accordance with certain metadata standard communicate among heterogeneous distributive database by uniform API method. For the geological and ecological environment background map with huge volume of data, the system provided in this paper adopts Microsoft Bing Map electronic map as base map, uses available component provided by ArcGIS Server to cache, slice and upload various spatial data and attributive data obtained in research to available computer supplier, and establishes data center at cloud platform, such that the user can use the decision support service through Internet. The paper uses the new Web technology to develop the decision support system aiming at the Tibetan plateau firstly. The whole system is developed by adopting lightweight frameworks (Struts, Spring, Hibernate) of Java Web, and combining Java platform provided by ArcGIS Server, so as to realize development of the whole system.The ecological decision support system for main basins of Tibet researched and developed in the paper will provide flexible model and decision support solution for the related problems of Tibetan basin such as ecological environment protection, exploration of natural resources and sustainable development of basin. The paper improves effectiveness and availability of the ecological environment information management of the basin, realizes intuitional, rapid and effective decision making. The paper has irreplaceable technology advantage for accelerating coordinated development of the basin-related regions and enhancing ecological environment protection and construction of the Tibetan plateau basin. And the paper also has important promoting effect for the research of major subjects such as enhancing function of Tibetan plateau as national ecological safety barrier.
