Global climate change has been an impending cosmopolitan issue, and leads to a whole new batch of problems which seriously threaten the living environment and health of humans. Countries around the world have realized a high degree of unification on controlling the emission of carbon discharge as the effective measures and method towards slowing up the climate change. Low carbon economy (LCE) is proposed under such a background and gains great popular among the nations as the best development model which could balance between reducing the discharge of carbon emission and developing the economy, and Chinese government had promised lower the carbon emission reduction to40-45%compared to the year2005in the year2020at Copenhagen, the economic transformation from traditional economy to LEC has been the main trend of the economic development.In this paper, on the basis of LCE method, from the perspective of total carbon emission control, an optimization index system was established in the way of structure and technology control of carbon emission, which took all the social industries and energy types as indices. The operability of LCE optimization index system based on total emission control of carbon is rather outstanding on realizing transformation from theory to practicality of LCE development and could emphasize the strong application of the index system. Based on the optimization index system, the optimization model under structure and technology control of carbon emission based on the development state of LCE were built using exact optimization and uncertain optimization method after gathering parameters and constraint conditions widely.Firstly, under the same rate of economy growth, the total carbon emission of the expected year was took as optimization target and the carbon emission reduction target promised by Chinese government at Copenhagen, economy growth rate of the social industries were took as constraint conditions, and the social industries were took as unit of optimization index system, the optimization model of low carbon economy under structure control of total carbon emission was setablished, according to the constraint conditions, we gained the exact and uncertain optimization schemes for obtaining the minmum of carbon emission, aiming at achieving the best carbon reduction effect while sustaining the economy growth, meeting the carbon reduction target of and providing construction scheme and suggestion for development of low carboneconomy. On the basis of optimization under structure control of carbon emission, taking energy type as optimization unit, the optimization model of low carbon economy under technology control of carbon emission was established, taking the minimum of carbon emission as optimization target and taking the carbon emission reduction target promised by Chinese government at Copenhagen, economy growth rate of social and industries as constraint condition, the optimization scheme was gained and could provide scientific basis on the extent and programming scheme under technology control of carbon emission. Taking exact and uncertain optimization scheme as basic data, the evaluation research was taken for comparing the carbon emission scheme of LCE before and after optimization and analyzing the advantage and disadvantage of the optimization schemes. And then, the feasibility of the optimization model was verified by using it in the exaple. The result shows that the optimizing effects of the exaple and the national average were nearly consistent, showing scientific rationality of the optimization model, and providing theoretical support for balancing relationship between economy development, energy consumption and environmental sustainability.
