Since the Industrial Revolution, mankind has produced enormous material wealth. Meanwhile, the environment of negative externalities has become more and more prominent, which arises from the increase of greenhouse gas emission, mainly the carbon dioxide. In2003the British proposed "low-carbon economy" which is aimed at reducing greenhouse gas emissions, countries around the world began to undertake initiatives as follow-up. With the traditional development model of high-carbon economy intensely questioned and challenged, to all countries, low-carbon economic development offers a new starting point for economic transition. Based on the low-carbon economy and environmental protection, the dissertation proposes index evaluation system of low-carbon environmental protection and related evaluation system of low-carbon city.The research first introduces the current economic situation and the background of global warming. Researches on low-carbon economy and foreign experience in low-carbon economic development are reviewed. Under the guidance of the theories on ecological carrying capacity, resources, environment, economic systems, and neo-Malthusian population Environmental Kuznets curve theory, low-carbon economy and environmental protection are explored.Through analysis of the statistics in the chorological order from1985-2008about GDP, energy consumption and carbon dioxide emissions, it is concluded that GDP causes energy consumption increase, whereas energy consumption increase leads to that of carbon dioxide emissions instead of the GDP, and there is no cause-effect relations between the GDP and carbon dioxide emissions increase. Therefore, theoretically economic growth can be detached from energy consumption, moreover, from the carbon dioxide emissions to reduce greenhouse gas emissions.On the basis of environmental quality assessment model, through the analysis of the greenhouse effect and its mechanism, the concept of ecological carrying capacity is introduced. The research establishes the greenhouse gas emissions model, mainly carbon dioxide: pressure-situation-response model (PSR) and analyzes the carbon dioxide emissions'effects on the entire economy and society. Thus, the greenhouse gas emissions draw closer and closer to the limit of ecological carrying capacity, the natural environment constantly sends early warning signals to the community, which needs the whole society to take actions against the increase in carbon-dioxide emissions.After the analysis of the Kaya formula, by the means of gray relational model, the dissertation analyses the carbon dioxide emissions factors and concludes that energy consumption has the greatest impact on CO2emissions, followed by GDP, the population, the fixed asset investment and consumer spending. To ensure a win-win situation between economic development and environmental protection, emission reduction can be achieved by improving the energy consumption, population control, regulating fixed assets investment and guiding consumer direction.Based on the previous analysis, the paper established an index system of low-carbon environmental protection on the scientific, systematic, feasible principles, which mainly includes indexes of economic development, low-carbon (technology) development, social development, environment and policy. From the perspectives of economy, technology, society, environment and policy, environmental protection is evaluated; the ecological and human environment in economic development is assessed and protected. Empirical data shows that China's comprehensive assessment index of low-carbon environmental protection grows year after year, indicating that a rapid progress has been made in environmental protection. At the base of the previous, the paper established a low-carbon city evaluation system, and took Changsha as an Empirical example to evaluate. Finally, it proposed the direction of constructing a low-carbon city and implementation path. In agricultural development, paper proposed an theoretical evaluation system for low-carbon agriculture.According to the reality of China's low-carbon economic development, in the aspects of strengths, weaknesses, opportunities and threats, the strategic analysis is conducted by SWOT. Finally, according to evaluation system, the dissertation puts forward the route choice of china's environmental protection based on low-carbon economy: strengthening the management of carbon sinks, promoting the development of low carbon technologies, and guiding the public participation in environmental protection strengthening of international cooperation in low-carbon and so on.
