It is theoretically meaningful and practically valuable for energy use process optimization and energy use efficiency improvement and energy reasonable utilization to construct scientific energy use efficiency analysis system. Actual energy use system is a complicated many kinds of input-output and the statistic index are not unified, and then a scientific energy use evaluation system for general system is needed. Researches for energy use evaluation system construction and energy saving potential evaluation were carried out in the paper.Energy use general process and evaluation method were studied, the effect of energy structure on energy use efficiency is analyzed.Calculation method for fuel exergy value was studied, energy statistical and accounting method were studied. The method of exergy value of fuel calculated by electron quantization was provided. The base state of environment model in exergy calculation was selected. Statistical and accounting systems based on exergy equation were built. Product classification method by using the second law of thermodynamics was provided, the three production types of energy consuming product were analyzed.Statistical and analysis models of the terminal energy consumption by using the second law of thermodynamics were built. Evaluation Method and energy saving potential method were provided. Energy using efficiency in some area was studied by using production exergy value method. The energy saving potential value was calculated. Energy using efficiency of an ultra supercritical boiler is calculated by using method of fuel and production exergy value. And exergy transfer thermodynamic process.On the basis of the exergy analysis theory, an input-output evaluation model of general energy use efficiency was established.Thermodynamical perfection degree and exergy efficiency and system energy saving potential value can be evaluated by the model.Energy using efficiency evaluation index system is constructed. Product energy value and exergy efficiency and potential energy improvement and potential energy improvement coefficient were studied.By using input-output energy efficiency evaluation model, energy efficiency in two coal-fired power plants and a gas-steam combined cycle power plant and a virtual power generation group composed by the above three power plants were studied.Evaluation index and exergy efficiency and potential energy improvement and potential energy improvement coefficient were studied as evaluation index.
