ObjectivesIn order to develop social resources effectively, improve the efficiency of the public funds, maintain the fair competition, ensure the quality of the health service and maintain the rights and interests of patients, the functioning and efficient regulatory system had to be established. And the health care services of public hospitals were so complex. It was difficult to establish the regulatory system.In this study, the theory of incentive regulation in the new regulation economics was used to analysis the key sectors and factors of public hospitals regulation. Based on a comprehensive understanding of the regulatory status quo of China's public hospitals, the incentive contract model (Holmstrom and Milgrom incentive contract model) was used to constraint between the government and the public hospitals.MethodsLiterature method:In this study, quantitative and semi-quantitative analysis was used to collect and analyze the public hospital regulation literature.The theoretical model:In this study, the theory of incentive regulation in the new regulation economics was used to analysis the key sectors and factors of public hospitals regulation. Based on a comprehensive understanding of the regulatory status quo of China's public hospitals, the incentive contract model (Holmstrom and Milgrom incentive contract model) was used to constraint between the government and the public hospitals.Investigation:In this study, an investigation was done in Hubei province and Guangdong province. The medical staff and patients were investigated. In total, there were 161 medical personnel and 299 patients were investigated.Interviews:In this study, the heads of Finance, Price and Health were interviewed. Also the managers in the public hospitals were interviewed.Data analysis:In this study, the mean, the standard deviation-square test and logistic regression analysis were used.Results1 The situation of public hospital incentive regulationIn the process of government regulation of public hospitals, the government should adopt a series of incentives in order to improve the efficiency of regulation. The incentive regulation process was actually a well-designed and implemented to meet both the government and the public hospitals.2 The evolution of regulatory policy of public hospitalsPublis hospital regulatory of policy was divided into four stages.
