The improvement of Health industry enhances not only the health level and living standard, but the economical and social development. It is generally accepted that how health industry should meet the demands of economical and social development as a sustainable development has become an unsolved problem in nowadays society. Comments on Development of China (the first addition), which is published by Development Research Center of the State Council, has pointed out that the health care reformation is not a successful one in China, and therefore, a intense discussion has been proposed on the issue of health care reformation.The problems of the health care reformation in China which have been proved in research results recently are as follows: first, the health reformation has been falling behind the needs of health development; second, the old health plan had failed in solving the regional development disparities; third, there has been a vague division between government function and market mechanism in health plan; forth, the general healthy norm is not developed in a identical level with the social development; fifth, the healthy service is benefit-oriented, being lack of impartiality; and the last, the medical cost is highly above the public income standard and medical insurances system is not well established, and a problem of "high medical cost" has bee brought out. Most of the researches focus on the theoretical analysis and of health care reformation, but few researches on health system have been made out. Since the overlook of the essence of the health care system had been made, this paper puts forward the goal of establish the brand new health care reformation in the term of a harmonious society. We propose that the medical insurance and health care system should be established with in a main health framework and the sub-system should be consummated with the economical social environment, the political will, the cultural innovation, the moral needs as well as the public reason. And still, the balanced strategy of regional disparities should be concerned so as to achieve the goal of " the combination of fairness and efficiency". We should make a clear division of government function and market mechanism, in order to establish a health care service in accordance with the economical development and to distribute resources according to the market mechanism. The final goal of the health reformation is to realize the sustainable development of health care service, medical insurance, health financing, health management as well as the health care quality and impartiality, so as to improve the national healthy standard.
