With the developing of globalization,the accelerated process of modernization and urbanization as well as China's strategic transformation of cultural development, minority cultures are experiencing a huge revolution. Nowadays the main problem Chinese minorities are facing is how to protect minority traditions and realize the modern transformation, so that the good folk culture will not disappear in the process of modernization and urbanization. To solve it, China has made and implied the Intangible Cultural Heritage Policy. So far, this policy has made many important achievements, for instance, promoting the ethnic minorities'political, economic, cultural and social developments.To accomplish the research, the cross-disciplinary ethnology, public policy and cultural heritage studies, the policy process theory and the stakeholder theory are adopted in the paper. As to the research methods, the policy text analysis, documentary research, systems analysis, case analysis, formulation, are used to investigate and analysis implementation and improvement of of the intangible cultural heritage policy as a whole.The paper first examines the Intangible Cultural Heritage protection policy formulation. The development of this policy background includes folk culture protection of traditional, the impact of Globalization and modernization and protection for minority cultural rights. It also analysis the theoretical basis for the development of this policy, the theoretical basis for it includes the diversity and unity of the Chinese nation theory, the ethnic equality theory, the national development theory and the theory of sustainable development.Then, the paper reviews the developing of the China's Intangible Cultural Heritage Policy since the founding of the Communist Party of China and summarizes the background of policy formation, policy content and features in four stages.Base on that the elements of the policy and measures are analyzed, and the achievements are stated.By the study of practice for the implementation of policies, the problems in the implementation process of the Intangible Cultural Heritage policy are summarized, which are "pay attention to the heritage declaration of contempt protection","instead of protection to the development of industrialization","Heritage-privateheritage" and "the heritage of the artificial ","heritage protection object dislocation" and "selective protection". To discover the causes, the paper analyzes the problems in four aspects which are policy resources, interests, institutions and staff.The key point of the paper is to adjust and improve the Intangible Cultural Heritage Policy. First, the adjustments of the orientation of policy objectives are important, specifically, the promotion of ethnic national identity, protection of the of minorities rights to develop cultures and enhancement of the ability to sustain minority cultures. Second, in order to make the adjustments, we should view change as a guide, take a reasonable planning as the key, make institutional innovation as the guarantee, and get civil society participation as the support. Finally, based on the stakeholder theory and the policy process theory, a series of measures to adjust and improve the policy are stated. In detail, the measures are regulating the main policymakers, creating a policy environment, improving the execution of policy, coordinating diversified interests and establishing the interest compensation mechanism.The innovations of the paper are reflected in three aspects. First, it is interdisciplinary cross-application to analyze the Intangible Cultural Heritage protection with the public policy theory. Secondly, proposed the minority non-material cultural policy to the nation-state identity, the protection of the rights of minority cultures for the target and point of view, under the background of the current national unity and ethnic harmony, will be able to become even more prominent the need to carry out a small number of non-material cultural heritage protectionand importance. Thirdly, it provides an important reference for the solution of practical problems. On the base of the stakeholder theory, the specific measures to adjust and improve policies are provided, and the establishment of the intangible cultural heritage interest compensation and benefit mechanism is advocate.The inadequacies of papers:the demonstration of many problems are not enough in-depth and specific; at the same time it focus on the investigation and analysis of macroeconomic policy, microeconomic case studies have been neglected.
