The commodity and market economies have had a significant impact on the media sector since China established its position as a. socialist market economy and started to exercise socialism with Chinese characteristics. The state government no long makes full allocation of fund to media which have to generate their own revenue. The Chinese mass media have gradually started to play a dual role of both a leader of public opinions and income earner: Meanwhile, its mentality of publicity has transformed from a sole propaganda and educational tool into a multi-cultural pattern with the State will, public awareness and genius awareness at the core center. This transformation has had great repercussions for TV dramas and their writing, the market environment for TV dramas and the social functions which TV dramas are expected to realize in China. It has played a positive role in boosting the substantial development of Chinese TV drama sector over the latest 20 years. A market for TV program transaction and broadcast has been gradually cultivated and formed in China, which leads to the diversification of expression patterns for TV dramas. This has helped satisfy the basic demands of the public for program appreciation and turned TV dramas into inalienable spiritual products for the daily life of the Chinese people while promoting the acceptance of mainstream ideologies by the public. Given the equilibrium and non-equilibrium status concerning the two different social roles of undertaken by media (as both a leader of public opinions and revenue generator), a relationship of harmony or disharmony also exists in the State will, public awareness and genius awareness in the mentality of TV drama popularization. When the triad is in a harmonious relationship, the Chinese TV drama sector will be able to reap the harvests of both social and economic benefit. When the relationship among the three loses balance, various problems may emerge in the Chinese TV drama industry, which may have a negative social impact. And under such a circumstance, the institutions and personnel engaged in TV drama production may not obtain economic returns as expected. Meanwhile, the management departments of State ideology will intervene to adjust and regulate them. The nature of a socialist country will by no way change at present or in future, even in the era of high technology and globalization. Given that, the publicity mentality of the Chinese TV drama industry needs some changes and has to withstand the test of the genius awareness and the global awareness. However, this change is only a strategy adopted to counter the competition of multinational media, groups in the process of the reshaping of the world cultural order. And this change aims for a. more harmonious and consolidated relationship among the State will, the public awareness and the genius awareness, which will in turn contribute to the futureorientation of the Chinese TV drama sector. Above all, the leading position of the State ideology, as the core value of the publicity mentality of the Chinese TV drama, has not undergone any fundamental changes.
