This article is a comprehensive review and analysis of the socialist film industry from 1949-1966 in Shanghai. In the beginning of liberation, the CPC government set its own guiding principle that literature and art should serve workers, peasants and soldiers, with whom the intellectuals should maintain close ties. The film industry system in Shanghai including producing, distributing, projection and filmmakers was recast and a new one was set up. The policy of distribution and showing leaned to the workers, peasants and soldiers to display equitableness. And the government adopt the planned production and strict censor system. The new guideline and system for filmmaking industry did not run smoothly in Shanghai. First, the filmmakers resisted it constantly; secondly, the audiences rejected the system indirectly; thirdly, the economy and technology of the time interfered its operation. Finally, the system became more and more inflexible and rigid during its interaction with the filmmakers, the audiences and objective elements. The socialist film tasks were not realized undoubtedly in Shanghai from 1949-1966. Nevertheless, a number of successful movies were produced and spread through that time. These movies also offered a new trend, style and work that define the Chinese life, which made up the cultural rudiment for socialist film.
