ABSTRACT:The vigorous development of information technology makes the application of mobile communication and wireless internet technology increasingly mature, which provides technical basis for eliminating the information island and realizing a "connected" government, changing the traditional passive government service mode, based on government affairs hall and government website. In some developed countries, the construction of mobile government (m-government) has already been started. With the technologies such as the information release and the public information consultation having developed further, the m-government has become a main approach for the government to provide public services. In this paper, the m-government under the circumstances of information technology revolution is studied from the viewpoint of public service, focusing on the issues in governmental service resulting from mobile technology. Specifically, contents of this paper are as follows:(1) The connotation of m-government is defined. After making the development stage of m-government clear, realizing technology and terminal environment of m-government are elaborated. Compared with other government modes, the interaction modes and transaction process of m-government are studied.(2) Further studies are conducted on public services of m-government. From the decomposition of m-government service, the classification of m-government service is discussed, which focuses on the spatial data transmission, the information transfer of m-government and its understanding model. On these bases, a model for analyzing the users' interest to the m-government information service is presented, to improve the information service efficiency of m-government and provide new m-government information service contents by government.(3) Further studies are performed on the emergency management system of m-government. The crisis management information system of m-government is constructed. This paper clears the process of m-government crisis management and discuses the technical framework of the emergency management information system and the public service center, under the emergency management. Make the Jingguang Bridge Event on the 3rd East Ring Road of Beijing an example, the superiority and application of mobile telephone media in the crisis management are studied, and the systems of mobile telephone media participating in the crisis management are analyzed.(4) According to the real demand of m-government process optimization, the procedure of m-government process optimization is cleared, and the model of m-government process optimization is studied. Some strategic issues of m-government process optimization are discussed, such as strengthening the government internal communication with the maximum extent of information sharing realization, implementing m-government cross-functional process optimization relying on the administrative service center, perfecting the performance evaluation mechanism of m-government process optimization, and noticing full participation and culture function under the support of leadership.(5) Performance evaluation index system and evaluation method of m-government system are established. The evaluation index system of development level of m-government is studied. To ensure the future m-government service performance, the crucial policy laws and regulations for the development of m-government are discussed.In this paper, taking Beijing "urban ventilation" system as practical case, the technology solutions of urban ventilation system is introduced. The functions, implementation effect, impact on the urban emergency management and m-government process optimization, construction standards and performance evaluation of this system are discussed.
