Corruption of public power, as an alienation of public power, has the character of universal, variability, periodic and continuous, subtle and complex. In recent years, public power is spreading, the level of corruption is deepening, corruption, the means of public power are becoming various and the fields of public power corruption are expanding. The reason is that:social transformation and institutional change are the social foundation of corruption of public power, at the same time, comparative advantage and economic changes provide the economic base for corruption, the development of economic and social society offers the possibility of corruption, and the thought of exploitation forms the psychological of corruption.From the perspective of the governance of corruption, after the reform and opening up, the party and the government have continuously improved the legal system and corruption of power monitoring network, fostered the incorruption and promote the system constitutional construction against corruption actively. However, judicial corruption remains serious, community is difficult to effectively monitor, incorruption culture is difficult to truly create, and corruption governance system is imperfection. To some extent, these restricted the effects of public corruption governance. To this end,90years after the last century, network governance of public corruption has become a new tool in governance corruption in China. The government has to adapt to the changes in the Internet era, a number of anti-corruption web site were established, real network name to report corruption cases were promoted, collecting clues and public opinion network system were established, anti-corruption laws networks were introduced. At the same time, civil society organizations have also established anti-corruption web site, making the network becoming an important carrier of governing corruption,the issue of network governance of public power corruption, the paper researches from six chapters:Conception is a tool to analysis, the clarity of the conception helps us to grasp the essence of the problem accurately, helps us carry out research. Therefore, from the angles of micro, mesa and macro, the first chapter interprets the concept of public power corruption, pointing out that the corruption has the nature of universality and diversity, continuity and cyclical, invisibility and complexity, based on what the conception of public power corruption was divided.The second chapter is devoted to the appearances of the intensified corruption after the reform and opening up policy, such as corruption is spreading and growing deeper, public power service has been steadily broadened, the means of corruption are becoming diversely, which result from the social transformation and institutional change, the existence of comparative advantage and the thought of exploitation. In a word, corruption of public power generation is the result of wide-spread individualism and the expansion of public power.On the other hand, the dissertation analyzes the mutually reinforcing relationships between public power corruption and unexpected events. On the one hand, corruption causes a crisis of the government's rule, promotes the political legitimacy crisis, and thus exacerbates the escalation of mass incidents; what's more, public power corruption will weaken the government's controlling and disposal capacity of emergencies and enhance the adversarial nature of emergencies, leading to escalating emergencies. On the other hand, the emergencies will also lead to the behaviors of embezzlement, bribery, dereliction of duty and other acts of malfeasance. The fourth chapter analyzes the government, after the reform and opening up, makes efforts to improve the law system of governing corruption and the power supervising system, strengthens institutional building, fosters incorruption culture, which gained a certain effects. However, many problems still exist:citizens are unwilling to participating, corruption punishing system and the legislation is inadequate, which affect the control effect of corruption. Therefore, in order to enhance the effect of managing corruption, governance means and methods must be innovated.It points out internet governance's meaning, nature, form, features and advantages, it also observes in the depth of the existing anti-corruption official network not enough and the private network of corruption is rudderless. Therefore, this article follows the view of the internet users are the main body of controlling public corruption, and then discusses the internet governance's carrier, the mechanisms of governance, and the mechanisms' improvement and development.As a new anti-corruption approach, network governance is that government and civil society using the Internet as a platform to manage the state and social affairs. The government always plays subjectivity in the network anti-corruption position, it guides the non-governmental anti-corruption agencies to meet the government information necessary to punish corruption.In addition, based on the basic situation of internet governance, the article further discusses the features, functions and effects of network governance, realizes the government and society's responsibility, objective and means in the context of network corruption of public power, handles the relationships between civil society and national governments, users anti-corruption and government anti-corruption well, makes efforts to grasp the mail theories difficulties and reasons, explores the nature of internet anti-corruption actively, and thus innovates the ways and means of network corruption, carries out research of corruption of public power, so as to achieve the harmonious development of the whole society.To this end, the network governance theory attempts to combine these aspects organically, takes network governance theory as the starting point, and actively promotes the region of public corruption in the network governance study and learning the general rules of anti-corruption network, fully integrated society anti-corruption resources, so as to achieve the integrity of the whole community, reduce the risks of social insecurity, and promote social harmony. This constitutes the characteristics and innovations of this article.
