Shaanxi Potential For Development Of Agricultural Resources And Models

Development Potential and Model of Agricultural Region in Shaanxi Abstract Having faced severe situation in the development of agricultural regions both in China and abroad and as well as opportunity and challenge in the China抯 agriculture development, this paper, with consideration of the actual situation in Shaanxi, has studied and analyzed some issues concerning developmental potential, model and theory of agricultural region in Shaanxi. It could serve a reference for decision-makers and managerial personnel of agricultural region development. 1. Severe Situation of Agricultural Development and a Long-term Arduous Task With drastic increase of human population and continuing improvement of living standard, there has been more and more demanding for food both in quantity and quality in the modern world, which has resulted in tremendous resources consumption and energy input, causing depletion of resources and energy, environmental pollution and ecological damage. Since mid- 1 990s, China had achieved food supply balance and some surplus in good harvest year from previous long-term short-supply, and agricultural development had shifted to double constraints of both resources and demand from previously only resources constraint. After joining WTO, agriculture will face double challenges of both domestic market change and international market competition, and it will urgently require a strategic adjustment to agricultural structure. In the meanwhile, the Chinese central government had proposed a great strategy of the Grand Development of the Western China in order to speed up the development in central and western region of China. There is an urgent need for speeding up agricultural development in the western china. Shaanxi is located in the area connecting the central and western regions of China. It is long and narrow from south to north, and it has the characteristics of the both regions. In the Grand Development of the Western China, it holds a unique regional advantage of connecting the western region with the eastern region and connecting the northern region with the southern region. Since the foundation of the People抯 Republic of China, its economy has been continually increasing, and its first, second and third industries has been preliminarily formed; Agriculture has been steadily development, and food supply has achieved balance with surplus in good harvest years. Shaanxi province has a long history, is rich in cultural resources, and has an advanced scientific and education development. It is also the concentration of talent persons, is rich in mineral and .3. biological resources, and has a good developmental potential. But it has a low development of both natural resources and human resources, is still in the economic position of only sufficient self-supply. Its ecological environment became worsen, and it will be a long-term arduous task to rehabilitate it. Its non-state-owned economy is still weak, its state-owned industry is over-burdened, and it has insufficient self-developing capability. This indicates the difficulty and long-term in the agricultural development in Shaanxi. 2.
