Based on theoretic, empirical and statistical studies, the paper aims to establish a complete theoretic system on poverty. It will begin from analyzing the influential sectors of poverty in developing countries and attempt to provide practical strategies.The paper consists of four sections:Section 1 will focus on the theories on poverty. Marxism and other western economic theories on poverty will be discussed. The paper attempts to summarize the essential part of Marxism theory. It will also find out the successful experience and failures of anti-poverty strategies in developing countries based on western theories. There are two chapters in this section: Chapter 1 is about Marxism theory on poverty. Chapter 2 concentrates on western economic theories on poverty.Section 2 (chapter 3 & 4) analyzes the current poverty problems. It mainly focuses on the poverty problem and related policies in chosen developing countries: Furthermore, it discusses how globalization effects on poverty in developing countries and the changes of poverty distribution around the world. All the analysis aims to find the common features of poverty problems and anti-poverty policies in developing countries. Chapter 3 discusses the poverty problems and the successful experiences of anti-poverty strategies in developing countries. In Chapter 4, it analyzes poverty problems in current days and in the future in developing countries.In Section 3 (including Chapter 5), it restructures the theories on poverty and anti-poverty policies. After rethinking the concepts and measurement of poverty, it discusses the influential sectors of poverty and addresses the complements to the current theories. Besides, a more complete theoretic system and policy-oriented strategy on poverty is to be established in this chapter.Section 4 (Chapter 6) provides policy options on poverty for the Western Region Development Project. It introduces the changes of poverty in China and summarizes the successful experience in anti-poverty policies in China. Based on the analyses on the differences of development between Eastern and Western regions, it provides the policy options on poverty for the Western Region Development Project.
