Strategic Study On The Sustainable Development Of "Five Special Economic Zones" In China

To accelerate the pace of economic construction, implement the opening-up strategy, and change the status of economic lag, China has gradually set up special economic zones which are Shenzhen, Zhuhai, Shantou, Xiamen, and Hainan. They are the "windows" of opening-up policy on the base of the cognition of China's basic condition and uses the experience of the developed countries as reference. As the zones are located on the frontage of China's economic opening, their assumed historical tasks have exceeded the development of themselves. The China's special economic zones of the early days in the 21st century, which experiences the rapid development lasting over twenty years, are up against the circumstances of "being in a dilemma". On the one hand, the special preferential policies in the initial stage of construction of economic zones have gradually faded or been canceled with the rapid development of them and the enlarging of the gap between the special zones and the non-special zones; on the other hand, the special economic zones still are engaged in the functions of "experiment fields" and "vanguards" in the process of the sustainable development and the construction of socialist market economy system. To the reality, what are the goals and the orientations of the future development of five special economic zones and whether they can implement the economic sustainable development have become the important problems about the future development of the special zones.With the formation of China's omnidirectional, multi-arrangement, broad-domain new pattern of the internal opening, the reality has brought about the following questions to the world of theory: whether China's five special economic zones can implement the sustainable development in the circumstance in which the special favorable policies are owned only by them have been spread to other areas, and in the circumstance of developing China's west regions and China's entry into WTO? How much is the potential of the sustainable development of them? How will they implement the Sustainable development? How will they confirm the strategy of the sustainable development? The answers and research of these questions are not only the things the central and special zones' governments concern about, but also the ones which need the theory circle to embed to study and give a scientific answer.This paper has been established on the base of the sustainable development theory and special economic zone theory, has combined the general and respective characters of five special economic zones together; and it has penetrated into field survey and research from spot to face and the combination, strived to describe the status quo of the economic and social development of five special economic zones generally and exactly, made a sufficient and convincing analysis for more than twenty years' achievement of economic special zonesfrom the view of demonstration; and made a relatively comprehensive design for the strategy and countermeasure of the durative development of them.This paper is divided into four major PartsPart I Introduction: This paper has described the background and importance of the selected subject in details, generally presented a brief and objective review of the status quo of this research at home and abroad, and objectively evaluated this status quo; in addition, it has put forward the research train of thought and the methods to make clear the innovation of this paper.Part II Theoretical Base : This part is the theoretical base of this paper and is divided into two chapters.
