Study On The Reform Of Agricultural Technology Extension System

The System of Agricultural Technology Extension is directly related to the spreading and transferring of agricultural research fruits, and also related to peasants' adoption and application of them. After the realization of fanner households' responsible system, the system became more and more unsuitable. Government departments at all levels have made corresponding adjustment and reform of the system. But with the advance of market economy and unsystematic reforming, the system is becoming more unreliable to meet the needs of economic and social development. This paper is aimed at to set a new arrangement of the institutions for the Agricultural Technology Extension System by means of systematic study of its situation, its existing problems, its reforming goals and theories.This thesis consists of nine parts. Chapter 1, which is the initiative of the paper, deals with expounding the study background and significance, giving definition of several important concepts, summing up the research advancement in this area, presenting research methods and introducing the framework of this paper. Chapter 2 makes a systematic review of the historic evolution of Chinese Agricultural Technology Extension System in order to sucking up some experiences and lessons from it Chapter 3 makes a comparison among different model of Agricultural Technology Extension Systems in different countries so as to using the experience of other countries for reference. Chapter 4 makes a comprehensive analysis on the general laws for the reformation of Agricultural Technology Extension System with the help of some related theories. Both Chapter 5 and Chapter 6 belongs to positive study . In order to find out causes for the low-level efficiency of the Agricultural Technology Extension System, Chapter 5 analyses the environment of the Agricultural Technology Extension Organization and their reactions with each other based on questionnaires. Chapter 6 queues up several major hindering factors to the Agricultural Technology Extension so that the major institution obstacle can be found. In order to understand the essence and to draw up a general plane of the reforming, the theory of institution transform is used to analyze the mechanism of reform for Agricultural Technology Extension System. Both Chapter 8 and Chapter 9 are the destination of the paper. Chapter 8 deals with rearrangements of the organization structure for Agricultural Technology Extension. Chapter 9 deals with the rearrangements of the operational mechanism for Agricultural Technology Extension.
