With the shifting process of traditional and experience agriculture in out country to westexperimental agronomy as the research objective, and the modern agro-sci-tech developmentin northwest regions as the main line, this thesis deals with the seeds and developmentprocess of modern agricultural science and technology in northwest China over 100 years,describes its experiencing tough course and reveals the scientific experimental achievementsand the existing experiences and lessons obtained in agro-sci-tech progress in northwestChina. In combining with the operation and management measures of agro-sci-techmodernization in China, this thesis poses the use and borrow of the foreign advancedagro-sci-tech and management experiences to stimulate the development of modernagro-sci-tech operation management measures in China and discusses the breakthrough torealize the vitalization of modern agro-sci-tech in northwest China in implementing the greatstrategy of developing west regions in China. The following research achievements areobtained in this thesis. I. The Classification of Different Development Stages of "Modern Agro-Sci-Tech" Through the analysis of historical information of "modern agro-sci-tech" and thecomprehensive research of the seed germination and development course as well as featuresof "modern agro-sci-tech", this thesis holds that the development of "modern agro-sci-tech"in northwest China should include the 1840 Opium War to the historic stage prior to theestablishment of the People's Republic of China in 1949 and also has experienced the threepower stages of the late Qing Dynasty (1644 – 1911 A.D) --- the Northern WarlordsGovernment ---- the Koumintang Government. II. This thesis deals with learning from and introducing the west modern agronomy andtechnological features and functions in northwest regions at the stages of the three powers. Along with the emerge of the 60 - 70s Westernization Movement ( to introduce techniquesof capitalist production, initiated by comprador bureaucrats in the latter half of the 19thcentury to preserve the feudal rule of the Qing Government) and the reformism, the foreignmodern agro-sci-tech began to spread and introduce in China; agricultural scientific researchand extension system was gradually set up to promote the development of Chinese 1Research on Modern Agro-Sci-Tech Development in Northwest Chinaagro-sci-tech whereby creating the inheriting and developing foundation for the modernChinese agro-sci-tech. (1) At the end of the Qing Dynasty, the Qing Government advocated the modernagriculture. Before the Reform Movement of the 1898 (whose leading spirits, Kang Youwei,Liang Qichao and Tan Sitong, represented the interests of the liberal bourgeoisie and theenlightened landlords), a few number of foreign missionaries and some Chinese intellectualswho were deeply affected by the western sciences saw the fact that the western agriculturewas far more superior to the Chinese traditional empirical agriculture and actively advocatedto learn from the western agricultural sciences and technologies. They were the individualinitiative behaviors, which could be considered as the seeds of the Chinese modernagriculture. After the " reform movement of 1898", the Qing Dynasty Government issued theimperial edict of "sober and calm determination of national subject-matter" that formallydecided to learn and introduce as well as spread the western experimental agriculture sciencesand technologies. It was just at this period that the backward and closed northwest regionswere affected by the east regions and the southeastern coastal areas and began to introducethe western agricultural sciences and technologies.
