Hi-tech Industry Development: Hi-tech Industry Development Zone, Industry Cluster, And Institutional Arrangement

In order to guarantee the rapid and healthy national economic growth and overallnational strength increase, China has put forward the development of hi-tech industries as avery important national economic strategy. Hence, it is of great significance in China to studyhow to promote the development of hi-tech industries. In this paper, the research on thedevelopment of hi-tech industries focuses on three aspects: hi-tech industrial developmentzones (HIDZ), industry clusters and institutional arrangement. The main contents of the paperare summarized as following: Chapter one presents the aim and significance of the study, summarizes the researchsituations at home and abroad, and provides the ways of thinking, the methods of study, andthe innovations of the paper. Chapter two and chapter three discuss the development laws of hi-tech enterprises andhi-tech industries. The laws of hi-tech enterprise development are the micro-mechanism ofhi-tech industry development, including three basic ones: the law of human resource andtalents, the law of venture capitals, and the law of incubators. But there are other special lawsfor hi-tech industry development from macrocosmic angle, including the law of enterprises asthe principal part, the law of industry clusters, the law of HIDZ, and the law of specificinstitutional arrangement. Chapter four discusses the development environment for hi-tech industries and HIDZ.The special requirements for the hi-tech industry development environment include sixsections: geographic environment, industrial and technique environment, living environment,market environment, culture environment, and legal environment. In our country, for thedevelopment of hi-tech industries, the key problems existed in the business environment arealways in the soft aspect. That business environment is good or not has great influence to thedevelopment of hi-tech industries, because the talents and capitals can flow place to place butthe environment can not, and it can only be improved but not replaced. The basic function of HIDZ is to create optimized environment in limited area for thesound development of hi-tech industries. Through more than ten years development, HIDZhave received tremendous achievements and become the growth pole for regional economicdevelopment. But there are some problems need to be solved quickly in our HIDZ. The mainproblems are: the shortage of advantages in forming industry clusters; the assimilation ofindustrial structures in different HIDZ; the shortage of their own creation and innovationabilities; the big distance from international requirements in soft investment environment. Chapter five discusses the interactions of HIDZ and hi-tech industry (enterprise) clusters.Industry clusters are the unity of industrial competitive strength and regional competitivestrength. The competitive strength of regional economic development is depended on thecompetitive strength of regional industry development, vice versa.
