Mekong which originates from Lantsang of Tanggula Mountain locating in China's Qingzang Altiplano is an important international river. Internationally, the regions of the five countries, such as China, Burma, Laos, Kampuchea, and Vietnam through which Mekong runs are called Greater Mekong Sub-region (GMS). GMS connects with North-east Asia, South-east Asia and South Asia on land and Pacific and the Indian Ocean in the sea, therefore, its position possesses a very important strategic meaning. GMS not only attracts the attention of various countries, but also becomes the target of economic and political interests which big countries outside GMS pursue because of its unique geographic environment. Though GMS's resources are very abundant, economies of all the countries through which Mekong runs are poor and they have no ability to develop and utilize these precious resources independently. The only way for them is to cooperate with other countries; what's more, it is a must to widely mobilize the international forces to take part in it.Under the push of the multi-polarization of international politics, the globalization and regionalization of the world economy, the cooperation of Lantsang-GMS attracts the wide attention of the international society. The GMS economic cooperation system led by ADB and taken part in by the six countries along Lantsang-Mekong has been considered universally as one successful example among many of the Asian cooperation systems of regional economy.The China's participation in the GMS cooperation and development is good for improving Chinese trade structure, facilitating the western development of China, stabilizing and strengthening the friendships between China and its neighbors.Now GMS cooperation is facing some problems. Though there are some contradictions in the aspect of development, the meeting of the GMS leaders held in 2005 indicates that all the countries will compromise for their common interests, continually explore and gradually establish an effective system of further cooperation.From now on, the authority of the GMS cooperation system should stand out and the GMS cooperation system should be the leading one among all the systems which exist in the GMS systems at present. To benefit the people along the banks of Mekong, it is necessary to establish and perfect the legal systemabout GMS step by step, widely mobilize international funds to take part in it, carry out a set of important projects and improve the effectiveness of cooperation.The aim of this article is to make the cooperation and development of GMS gradually be in order instead of being out of order and to make its rules be gradually perfected instead of being in lack by exploring and researching how to establish an orderly cooperative environment and effective legal protection system.All in all, this article selects the legal issues existing in the cooperative fields closely related to the GMS and economy as the thesis of the emphasized chapters. After a brief explanation of the current situation of the four fields'cooperation closely related to GMS and economy, such as trade, investment cooperation and convenience cooperation, the transportation cooperation, the cooperation of environment protection and sustainable development, and tourism cooperation, combing all kinds of complicated cooperative relations, and on the basis of comparing and analyzing the concerned legal systems of the six countries taking part in the cooperation and bilateral- and multilateral- treaties, this article puts forward some suggestions to coordinate, regulate and solve the legal issues respectively existing in these cooperative fields.In addition, this article is also the first one which explores the settlement system of dispute of GMS cooperation and puts forward suggestions on its establishment.
