A Study On The Relation Of The Communist Party Of China And The Non-governmental Organizations

The relation of the Communist Party of China and the Non-governmental organizations (the NGOs) is the basic relation between political party and society. The long-term ruling of the Communist Party of China can not get away from the development of the NGOs. At the same time, the development of the NGOs need the Communist Party of China to cultivate, supports, and lead, inspect. Especially the healthy development of the NGOs is advantageous to deepen the reform and construct harmonious society and reply the globalization and the opening to the outward. The relation of both influences the social development of China. But, the relation of the Communist Party of China and the NGOs has not yet attained the superior. Nowadays, the NGOs, which lack independence, and the construction of its own ability is weak, strictly depend on the Communist Party of China. The NGOs can not develop its function with maximum limit. That is the negative influence to the long-term ruling of the Communist Party of China, the construction with nation and the society development. Therefore, the urgent mission of the Communist Party of China is to perfect the relation of both and promote the development of the NGOs . On the base of dialectical materialism and historical materialism, the dissertation is written under the guidance of historical research method, comparative analysis method, and example method and so on.The dissertation is made up of introduction and text.The introduction includes the rise with problem, the research present condition with problem, the research thinking-way of problem, creative place, the article structure and the research method.The text consists of five chapters:Chapter 1: the theoretical explain on the relation of political party and the NGO. This chapter elaborates the relation of political party and the NGO from the relation of civic society, political party and the NGO. First, by analyzing the advantage and internality of political party, it explains that the political party needs the complement of the NGO. Second, according to the function, superiority and inferiority of the NGO, it explains the complement of the NGO to political party, and the NGO also needs the complement of the political party. Third, referring to the civic society, it analyzes the basic relation of political party and the NGO. Fourth, according to the actual circumstance of China, it analyzes the characteristic of which the political party and the NGO respectively grows and develops, and combs the particularity of the Communist Party of China and the NGOs.Chapter 2: the historical exploration on the relation of the Communist Party of China and the NGOs. Chapter 1 sums up the characteristic of the relation of both. First, according to the semi-colony semi-feudal social condition of China, it analyzes the characteristic of the Communist Party of China and the NGOs, and the characteristic of the Communist Party of China'creation. Second, from the viewpoint of historical development, the relation of the Communist Party of China and the NGOs is divided into two historical stages-- the democracy revolution period and the period from founding the People's Republic of China to the reform opening, which analyses the respective characteristic, cause of formation and revelation on the relation of both in every period.Chapter 3: the development of the NGOs on the new period to the challenge of the Communist Party of China. First, from the angle of the reality, it analyses the cause of formation and characteristic of the development of the NGOs in the new period. Second, it analyses the plight and challenge on the relation of both. Third, from the viewpoint of function, it analyses the functional exertion of the NGOs to the functional complementarity of the Communist party of China.Chapter 4: the exploration and lesson, experience from the foreign political party and the NGO .This chapter analyses the characteristic of both of relation from several models on the relation of both. First, it analyses the total target and basic principle which the rational design on the relation of both need follow. Second, the concrete building on the relation of both is deployed.
