With the repaid development of economic globalization and the increasing effects of citizen community on management in every country,all nations and regions around the world are facing a new task,which is how to deal with the relationship between the government and non-profitable organizations in every field of public management and service.At present,China is experiencing some changes in economic system and social system.In this period,non-profitable organizations are booming and developing quickly,which brings changes on relationship between the government and society from both theoretical and practical perspectives.As an important part in public management,non-profitable organizations compensate the defaults in society management caused by government and play an important role on dissolving social crisis,improving public management efficiency,reducing government management cost,promoting democracy.There have been lots of researches on the relationship between the government and non-profitable organizations from many angles in academia at home.However,till now there have been no convincing and normative concept system and theoretical framework in this field and the theories are obviously lagging behind the development in practice.With the repaid development of social economy and further advance in Opening-up and Economic Reform,it is of great theory and practical significance on the development of the nation and the stability of the society to renew the history and current status between the government and non-profitable organizations,and establish the cooperative relation between the two in this new period.Therefore,based on the example and theory studies on the relationship between the government and non-profitable organizations,referring to related theories such as politics,administration,and sociology, applying example and theory studies,the paper intends to establish the relationship between the government and non-profitable organizations based on a benign interaction in the frame of leading and co-existing.The first part defines the key concepts (non-profitable organizations,leading and co-existing) in the paper from a theoretical perspective.This part briefly summarizes the features and classification of non-profitable organizations,focuses on relation between government and non-profitable organizations in Marxist theories and in traditional Chinese culture , relation between western governments and non-profitable organizations.The instructive significance of Marxist theories,inspirations from traditional Chinese culture and values from foreign governments are clearly pointed out,which forms a theoretical basis for the further construction on the relationship between our government and non-profitable organization in new times.The second part reviews the relationship between the government and non-profitable organizations in a practical perspective.First,this part reviews the history of non-profitable organizations,the development of relationship between the government and non-profitable organizations before Opening-up and Economic Reform.Then,a review is done about the new government's influence on non-profitable organizations from political,economical and social aspects,and the status of non-profitable organizations in the development of the government is pointed out.Finally,this part points out the government's direction on the development of non-profitable organizations.On one hand,the government intends to cooperate with non-profitable organizations providing legal and policy support,gradually easing the restrictions,promoting self-rule process,and implementing financial support.On the other hand,the intention from non-profitable organizations to cooperative with the government is expressed with rich resources from the government,participation and influence on the public policy making,etc.The third part discusses the fundamental plight on relationship between the government and non-profitable organizations from theoretical and practical bases.First,this part analyzes the government's restrictions on non-profitable organizations in new period,which are lagging in concept such as lacking in understanding,weak in service consciousness; chain in system such as the lagging double management system,high in admittance qualifications,ambiguity between government and organizations,dislocated relations,restriction on competition and development; chaos in law such as overlapping in current rules of law,lack in fundamental regulations,imperfection in supervision system.Secondly,it analyzes the restrictions of non-profitable organizations on the government's management,which are ambiguity in goal such as lack of clear tenet and responsibility,weak in volunteer spirit; dependency in role such as weak in management,lack of independence,shortage in fund and human resources; formalization in supervision such as lack of public responsibility and trust,imperfection in decision-making system,financial system and weak in social supervision,etc.The forth part mentions the inspirations from the relationship construction between foreign governments and non-profitable organizations.This part introduces the patterns of relationship between foreign governments and non-profitable organizations from experience,such as the democratic leading pattern in America,cooperative partner pattern in Britain,self-rule pattern in Germany,and government-lead pattern in Japan.It mainly focuses on the inspiration to China from the establishment of the perfect legal system,effective cooperative system,efficient competitive and supervision system,and scientific management,etc.The fifth part raises and argues the operation framework on the establishment of the Chinese government and non-profitable organizations nowadays.During this process,the first point is to establish the supervision pattern of the government to non-profitable organizations.That is,the government should supervise non-profitable organizations in a macro layer.Secondly,the guide pattern of non-profitable organizations to the government should be established.That is non-profitable organizations should guide the government from a micro layer.
