The administrative ethics of public servants means that the public servants should comply with the moral codes and moral rules that have the characteristics of administrative occupation and coordinate the social relationship between the subjects and objects of the administrative management, when they use the national administrative power, mange the public affairs and the internal affairs, and offer the social services. At the same time, it is the sum of the moral consciousness and moral rules in using the power. The being and development of the administrative moral are influenced and restricted by the social formation, mode of production, economic formation, class structure, nature and organization of the state power, the internal social relationship of the public servants, the ruling moral ideal and so on. But it is determined by the social economic formation finally.As the national officers, the public servants should deal with the social public affairs by means of virtue and be super than the general social members from the aspect of moral virtue. It is not only special requirements to the public servants, but also is the principle that makes them become good example, use public power properly and deal with public affairs efficiently. Our country has launched the public servants system since 1993. Meanwhile, the principle of"both ability and virtue"becomes the standard of selection. our country pay attention to the administrative moral building and guide or constrain their behavior to form clean, diligent, pragmatic and efficient national administrative institution. Most of the public servants can place emphasis on their individual moral cultivation, be good example and serve for the people actively during their work. But some of them ignore the requirements to moral cultivation and do some things incompatible with their identity. During using power, they make use of power to seek rent and then it harms the benefit of the nation and the people. The public servants'moral anomies cause unhealthy social customs, impact on the social stability and government's public credibility, so it becomes very important problem related to our country's social projects and long-term stability.It is objective fact that the purpose and value of individual public servants is incomplete consistent with the whole organization. The administrative moral building promotes the individual to naturalize the whole value belief. Meanwhile, we should strengthen administrative moral outlook through education, training, supervision and evaluation. And then the public servants can insist on their administrative ideal without external confinement and reach to the ideal aims of improving the public servants'quality and ability.According to draw lessons from other's research results and our country's basic situation, the thesis analyses systematically the traditional administrative moral, the western administrative moral and Marxism administrative moral. Under the guide of the thought of Marxism ethics, it uses the method of class analysis and comparative analysis. Meanwhile, based on administrative moral situation in our country, it analyses the deep reasons of the administrative moral anomie and introduces the achievements and mistaken ideas of the administrative moral building. Thus, the thesis thinks that the administrative ethics building should absorb the achievements of all times and all over the world. We not only inherit and develop the perfect traditions of ancient official moral, the thought of revolution moral and cadre's personnel management in modern times, but also absorb properly the new achievement about administrative moral in western countries. And then it helps us form perfect administrative ethics system with Chinese characteristics.This thesis is divided into six parts.The introductory part provides the theoretical and practical basis for choosing the topic of study and the line of writing. It also indicates that the topic is a theoretical practical important one.Chapter one presents the definitions, contents and characteristics of the public servants'ethics.Chapter two introduces the thought of the traditional cadre's moral, makes an estimate of its situation and shows its significances to administrative ethics of the public servants nowadays.Chapter three concentrate on the development of the civil service system and administrative ethics building abroad. At first, the part introduces the civil service system through several examples. After that, it concludes their characteristics and limitations of administrative ethics building.Chapter four concentrate on the situation and development of administrative ethics of the public servants. The part analyses the phenomenon and reasons of the administrative moral anomie and provides the achievements and mistakes we have gotten. hapter five concentrate on the choice of routes of administrative ethics building. Based on the situation and development of administrative ethics building in our country nowadays, the part provides the basis and main measures of its building. The main measures include five points of view as a whole, following like this: improving effectiveness of education; promoting the civil administrative ethics institutionalization; establishing the administrative ethics system; building scientific evaluation index system and training the public servants'moral emotion.
