The Study On Contemporary Chinese Government Authority

Based on the concept of government authority the article analyzes the generation of the logic of the government authority, the characteristics of the government authority and of the modern features of government authority. Then, the paper analyzes the embodiment of forms of government authority under the different government management modes in contemporary China, expounds which restraining factors impact the government authority to contemporary Chinese Government authority. Finally, we try to take measures to enhance the governments authority at all levels.In addition to the introduction and conclusion, the article is divided into five chapters.The chapter I is about the analysis of the government authority connotation and logical generation. This paper argues that government authority embodied in the concept of two-way degree. It is the result under combined action by the subject of government authority and the object of government authority. Therefore, the article discuss the logical generation of government authority from both the subject and the object of government authority. In respect of the subject of government authority, the government authority can be embodied in government authority implement process. This process can be divided into three phases:First, the Government should obtain the legitimate public power. Second, the government public power should be make effective functioning. Thirdly, the result of power functioning should be evaluated. In respect of the object of government authority, the government authority can be embodied in the process of being accepted by the public. This process can be broken down into four stages:the needs and expectation for the government authority; the query and evaluation to the government authority; consent and recognition on the government authority and the voluntary obedience to the government authority.The chapter II is about the characteristics and types of government authority. This paper discusses the characteristics of the governmental authority that is not only included as a general sense of the authority, but also included the specific characteristics of Chinese government authority. We believe that the characteristics of government authority in Contemporary China include:the legitimacy, effectiveness, limited, democratic, and uniformity of mandatory and charismatic. With regard to the type of government authority, Different economic, social and cultural backgrounds lead to different types of governmental authority.Based on the level of division of governmental authority, the government authority classifications are included the governmental organization authority, the government system authority and the government philosophy authority. According to the government administrative process, it can be said that government authority is divided into the decision-making authority, executive authority and supervision authority.The chapter III is the analysis on government authority reflected in the different management modes in contemporary China. Under different government management mode, the main tasks of government are different. It also decides the manifestations of government authority are manifold in the different government management modes. From the contemporary realities of the Chinese government management the paper explores the manifestations of government authority in the service-oriented government, responsible government and the law-based government management mode. The studying on embodiments of government authority in the different management modes will not only provides some help in the construction of contemporary Chinese government authority, but also provides a new analytical perspective for building service-oriented government, responsible government and the law-based government. Service-oriented government authority embodied in the Government to provide public goods and services for the community; the responsible government authority embodied in the government's own constraints and norms; the law-based government authority embodied in the government's compliance with the law and strict implementation. The chapter IV is about the factors influencing the contemporary Chinese government authority. This paper analyzes the factors that affect the Government's authority from two aspects, namely, social environmental dimensions and the government itself. Social environment factors include:the wave of globalization, the problems brought by social structure changes caused by economic development, citizen participation to enhance awareness, participation, and the expanding development of modern information technology. These factors influence and weaken the governmental authority. From the government's own point of view, the main constraints include:the government's special properties, the government system "overload," the lack of credibility of the Government and the government corruption and so on.Chapter V is about the path construction of the contemporary Chinese government authority. In order to enhance the contemporary Chinese government authority, these measures will be considered:to re-building the government authority philosophies, to restrict the government power based on the government functions, government mechanism. politics and legal systems, to promote the government capacity, and finally to cultivate the social foundation of government authority to strengthen the public political identification to the government.
