The discourse of ideological and political education provide a sharp weapon to open the mystery door for people communication, open hearts for emotional exchanges and promote to understand of the consensus.The use of discourse of ideological and political education and the research of discourse of ideological and political education is not synchronized, which lags far behind the former. Even said that in the long-term process of ideological and political education,the latter was only in recent years concerned and tried to develop a "barren rock".The discourse of ideological and political education is a system of verbal signs which are used to promote communication, propaganda, indoctrination, and persuasion; and to describe, explain, evaluate and construct the context of ideological and political education, and inter-subjective ideas, values and behavior, guided by the mainstream ideology discourse of the society, and by certain language practices and regulations in the practice process of ideological and political education. The discourse of ideological and political education is allocated by the dominant ideology of a certain society or the dominant ideology of the ruling class. This is the most fundamental difference and the most important difference between the discourse of ideological and political education and other educational discourse. Of course, the discourse of ideological and political education also has non-ideological aspect. The discourse of ideological and political education not only inherit the discourse of general education content, to take up the mission of general propagation, but also absorb the meaning of dominant ideological discourse in certain society, to shouldering its special mission of implantation. Both the mission is not simply a mechanical of the patchwork, but organically combined together to form a discourse of ideological and political education academic with its characteristics. Although the ideological nature of discourse has always represented the core of the lead, leading position, but its non-ideological aspect should not be ignored.The discourse of ideological and political education involves three basic propositions: The power of discourse through the discourse of ideological and political education has always been, discourse description is the core of the discourse of ideological and political education, and discourse effect is the value point of the discourse of ideological and political education. Around these three basic propositions this thesis expounds the discourse of ideological and political education structure, which includes inter-discourse, discourse context, discourse default, discourse communication, discourse content and discourse form of ideological and political education. Organic combination among them is to promote the normal operation of the discourse of ideological and political education.On this basis, systematic study the development process of discourse of ideological and political education, including six decades of New China (especially the three decades of reform and opening up ), and foreign experiences and lessons discourse of ideological and political education, which if great useful for new period of innovation and construction effectiveness of systems of discourse on the ideological and political education.Take history as a mirror, standing at a new historical starting point,There is a society that exist not only diversity, but also variability. The discourse of ideological and political education has to face the opportunities and challenges, and continuously push it forward reform and innovation. Inother words, we should push the innovative of thinking, content,forms, transfer- translation, right to share of discourse of ideological and political education. If concept does not change, ideas are not innovative that the discourse of ideological and political education development can not achieve good results. The reform and innovation of discourse of ideological and political education lay a solid foundation to build the effective system of discourse ofideological and political education. Building effective system of discourse of ideological and political education should take the effectiveness of discourse content, discourse form, discourse symbiosis, discourse leading and discourse self- consciousness. In particular, the effectiveness content of discourse of ideological and political education, mainly refering to effectiveness of instilling words, to convince words, propaganda discourse in the processing of ideological and political education. To create a new discourse and build a more attractive, user-friendly, lively and moving discourse pushing the operation of long-term effectiveness. The discourse form effectiveness of ideological and political education includes the effectiveness text of discourse and practice of effective discourse. Text effectiveness require the discourse can grasp the law of the times and be creative, practical effectiveness require the can achieve effective results in practice during the processing of ideological and political education.The effectiveness transfer- translation of discourse of ideological and political education betake to solve inter-discourse's transfer and translation in the processing of discourse of ideological and political education, thus becoming a bridge and link between the discourse.The effectiveness symbiotic discourse of ideological and political education indicate the various elements of an organic co-ordination and reasonable transfer in the discourse system of ideological and political education, through exchanges between discourse, interaction, complementary and coordinated development, etc. to achieve.The discourse of ideological and political education emphasizes leading, primarily consider two aspects: Firstlly, it needs educators to guide the discourse after clear up the educator's hegemonic discourse, in order to avoid inter-discourse falling into "military expedition melee" situation; secondly, it needs to deal with the tension in the relationship between ideological discourse and the non-ideological discourse of discourse of ideological and political education. To enhance the effectiveness of discourse leading is to enhance the leading practical results of educators discourse, which is restricted by educator's own quality of leading, advanced and attractiveness of discourse, the educatee's quality and whether to accept the leading, joining the educator's and educatee's discourse. Enhance the leading effectiveness of the discourse of ideological and political education should handle these factors and their relationship.The self- consciousness of discourse of ideological and political education first and foremost adapt to practice the ideological and political education, that is, adapt to the development of inter-subjectivity of ideological and political education. The discourse of ideological and political education is gradually shifted from politics and pure carrier, forming a certain degree of self-consciousness. From the carrier toward the role of evaluation and participate in construction of ideological and political education, including the knowledge of ideological and political education, and evaluation of the various phenomena, namely, the discourse of ideological and political education itself "after thought." The self-conscious of discourse of ideological and political education is the fundamental way out for development the discourse of ideological and political education.
