Philosophy and Social Sciences undertakes an important function to recognize the world, inherit the civilization, make innovation theory, provide consultation to government and educate people, and serve the community. It's the great trust of the party and the state, people's expectations, and the mission of the academic to create a new situation of prosperity and development for the Philosophy and Social Sciences. In the more than 700 Universities and Colleges for the entire country, 600 are Local Universities and Colleges. Therefore, Research on management innovation of the Philosophy and Social Sciences of local universities and colleges has a profound theoretical and practical significance. All countries in the world give high priority to the research about management innovation of the Philosophy and Social Sciences, and there are many research results every year. But with the deepening of the study and the limits of geographical, economic, culture, management philosophy, etc. factors, there are still many problems in the research on management innovation of Philosophy and Social Sciences in the Local Universities and Colleges. For example, unclear understanding of management innovation subjects, unclear leading role of educational and administrative departments, not enough active play of teacher researchers, the multiple subjects "system failure", and can not produce the overall effect of "1 +1 >3", etc.Based on paper questionnaires and previous studies, Aiming at the existing problems, this paper uses the management, organizational behavior, education, psychology, game and other theory and method, constructs two research clues from the view of management subject. One is vertical, which analyzes the existing problems and directions of management innovation of three main subjects (the education administrative departments, universities and teachers), clear away the obstacles of coupling, clear up the existing problem of research management of each subject in Philosophy and Social Sciences, simplify the intermediate links, and open up the channel of coupling; The second is horizontal, which explores the harmonious coupling mode for three subjects, and finds the right path for coupling. The specific study of this paper is as follows:(1) Explore the management innovation subjects for Philosophy and Social Sciences research in Local Universities and Colleges. Then, on the basis of analyzing the existing management innovation problems of the provincial educational administration, propose the direction and flow chart of the management innovation of educational administration, including the concept innovation, objectives innovation, subject role innovation, decision process innovation, control process innovation, project funds management innovation, and evaluation system innovation, etc.(3) Explore the organization role of the Universities and Colleges subject in the management innovation for Philosophy and Social Sciences research in Local Universities and Colleges.
