In recent years, China's higher education has developed a lot and entered to a new era of revolution, the aim of higher education construct transferred from huge to powerful. The social requirement of higher education development also transferred from scale expansion to quality improvement. Therefore, the emphasis of higher education reformation convert to adjust its structure. These changes are radically, it is also a new trend of further development and new requirements of our higher education reformation. However, according to our present three levels'higher education management system which focus on provincial management, it's obviously that we have to rely on the coordinated development of the provincial higher education and economy and society. Otherwise, we can not reach a general, national coordinated development of the higher education and economy and society. Accordingly, adjust of provincial higher education structure is particularly important.This study discussed the structure adjustment of provincial higher education and take yunnan province as an example. Our analysis depends on the theory of structure-function and the higher education internal and external relationships. We start with defining the relevant concepts, then establish the framework and argumentation ideas depends on the analyse of structure-function doctrine and the higher education internal and external relationships and other reletant theories. Afterwards, we deduced the relativity of function orientation of Provincial higher education and structure chosen and come to a conclusion that the rationality theory quod vide of provincial higher orientation is the provincial higher education substructure fit to even moderate staying ahead of the provincial society and economy development. Under the guide of aforementioned theory, we run a empirical analyse on yunnan higher education structure, and diagnose its problems on the basic of systematic probe into the historical changes and development of Yunnan Higher education structure. Research Found that, there are two prominent problem in structure of higher education in Yunnan. One is the area layout of higher education resource is not fair enough, another is the talents that provincial higher education structure provide is not fit to the local economic construction and social development demands. At last, basic on the experience of higher education structure adjustment in America and China's Liaoning province, we analy the affecting factors of higher education structure and its effect to Yunnan province, then puts forward the countermeasures to Yunnan higher education structure adjustment, and discussesed the security measures that can ensure the related countermeasures can implement and make effects.As a basic comprehensive application research, the remarkable characteristics of this research is adopted integrative use of multiple methods. Firstly, we take the dialectical materialism and historical materialism as guidance and the system theory as ideological basis on the methodological level; Secondly, we use the methord of literature study, education survey, comparative analysis as our specific research method. It means, (1) Use the documentary study to carding and evaluate the domestic and foreign theories of higher education structure and its adjustment, then acquire the basis points and perspectives to this study; (2) To have the in-depth education survey and space-and-time comparison, by the means of collect and process the relevant data of Yunnan higher education's layout, form, course class and four levels'seeds structure, we analyzes the historical changes and development situation of Yunnan higher education structure.(3) through the qualitative and quantitative analysis, abstract the three categories of influencing factors, and extract the main problem of Yunnan higher education structure from the empirical analysis. However, because of the higher education structure is such a complicated social subsystem, it is difficult for us to accurately construct a completely reasonable structure shape of higher education in particular period by one formula or model. Therefore,the adjustment of provincial higher educations structure, only can achieve a relative reasonable level, there is no absolutly best measure and a universally applicable laws, and its also an important question that we can't avoid in this research.This research put forward a rationality discriminant criterion of provincial higher education structure in theory, and constructive criticism of the practical problems of Yunnan higher education structure adjustment. Then discussed the interaction and interconnected characteristics and laws between provincial higher education structural adjustment and the social and economic development. We also inductived and summarized the gain and loss of yunnan higher education structure development in a particular historical period, and put forward the countermeasures and Suggestions of yunnan higher education structure adjustment.Because the research object is a complex opening system, and Yunnan province, as its case, is a multiple underdeveloped region with minority and frontier and mountainous, the system research for its higher education structure adjustment, can not only help Yunnan catch the advantage of backwardness, and promote scientific development of its higher education, the research methods and research results can also provide a theoretical reference and countermeasures reference to other similar areas in China for the reform and development of higher education.
