In the autumn of 2004, China undertakes a new round of the course reform in the senior high school. The mainstream of the course reform is to face all the students and to focus on the individual difference of the students. The three major problems each essential senior high school is confronted with are the designing and application of the student concept, course concept and evaluation concept under the over-all education concept. Based on the long-term research into and comparison of the theories and methods in the field of essential education in China and in the world, and the investigation and analysis of essential education institutions, the paper performs the analysis and designing of the evaluation method and model in essential education by using education theories, such as the education philosophy, the multi-intelligence, the overall course theory, the classification of teaching objectives. It applies Data Envelopment Analysis (DEA), fuzzy comprehensive analysis to the teaching and management in the essential education to analyze and design the evaluation method and model in the essential education.Firstly, based on the need for the evaluation of the net course teacher requested by the essential education institution and the need for self-evaluation and self -development requested by the teacher, the paper designs a set of teaching evaluation table for the teacher's net course, and uses DEA to design the analysis method and the model.Secondly, based on the need for the evaluation statistics table on the over-all study quality and evaluation methods of the students, using Bloom's classification of teaching objectives, the paper designs a set of evaluation statistics table on the study quality of the students, and presents the data analysis model based on the integration of fuzzy evaluation.Thirdly, by using the over-all education concept and the education philosophy, the paper analyses the problems and the puzzles in the over-all education and the socialization of education in the essential education institutions, and puts forward a new concept–―The Community of Residential Community Education Development‖. Moreover, the paper designs the analysis model for setting courses in the essential education institutions, and further conducts some analysis and application of the course setting in a school by suing the chart method.Finally, based on the analysis of the net environment and net management in essential education institutions in Tianjin, and the comparison and analysis of essential education institution, the paper analyzes and designs the structure model of the net management in the essential education institutions from the aspect of the definition of the net grid concept and its features, and proposes the complete system structure model, the security structure model and the relevant security strategies.
