Study On Evaluation And Spatio-temporal Variation Characteristics Of The Quality Of Regional Social Development

During the period of building the comprehensive well-off and harmonious socialist society, China has gradually reached a new period to improve the quality of life for the main goal. China's economic social transformation brings continuous economic growth, and people pay more attention to self-development and social development, Regional economics and social harmonious development, regional social development quality. Basing on the scientific concept of development, the author analyzes the topic of regional social development quality, trying to discuss regional social development quality and spatio-temporal variation characteristics.The author analyzes the concept definition and connotation analysis about the regional social development quality, establishing the index system and evaluation model to evaluate the social development quality of China's provinces, and analyzing Chinese regional social development quality on spatio-temporal variation characteristics from2001to2010, exploring the main influent factors and policy implications about the regional social development quality.The main contents and innovation points of the dissertation are as following:Firstly, the author establishes the theoretical basis and research dimensions, building a theoretical framework about evaluating regional social development quality, and designing evaluation scheme and assessment methods.By analyzing the social development quality, the author analyzes the concept definition and connotation analysis about the regional social development quality. Considering the subject and object of the social development, the author refers to human development, substance development and institutional guarantee, dividing the regional social development quality into three dimensions:the population quality dimension, the social facilities dimension and the social system dimension, building an evaluation framework of the regional social development quality. Basing on the meaning of the regional social development quality, we select34indexes to establish the index system of the regional social development quality. Basing on analytic hierarchy process, we choose Delphi method and Entropy method to design two assessment alternatives, and adopts deviation square minimum method to construct combination assessment model, finally combining two kinds of evaluation plans, taking it as the comprehensive evaluation method.Secondly, the author uses the date of every province from2001to2010to study the regional social development quality, analyzing spatio-temporal variation characteristics.The author uses the combination evaluation model to calculate the index of three dimensions basing the date of every province from2001to2010. We discuss the index of the relevant statistical date, which indicate that of between provinces are bigger, and differences of the population quality dimension, the social facilities dimension and the social system dimension are also the same. But the gap of the social development quality between provinces is decreasing, owning to reducing the gap of social undertakings and social system. We also find the gap of the quality of the population is not decreasing. Generally speaking, the social development quality in the eastern region is obviously higher than that in the center and western region. But the gap of social development quality is not obvious in the center and western region except provinces of Hubei, Hunan, Xinjiang, Shanxi, and other provinces in the center and western region are low.We analyze spatio-temporal variation characteristics of every province from2001to2005. China's regional social development quality in the east is better than that in the center, and the center is better than the west. The provinces of in the east rank forwards, the provinces of in the west rank later, but the provinces of in the center rank equably. But we find that there are differences between provinces from2006to2010. Most of provinces in the east rank forwards, but several provinces rank later. The provinces of in the center rank later except Hubei province. Half of provinces in the west rise faster than provinces in the center. But several provinces in the west rank later.On the basis of analysis of every province's per capita GDP and growth rate, we study the social development quality and economic development level of every province. We find provinces in the east rank forwards in Per capita GDP, and provinces in the east grow faster than provinces in the west. But there is not obvious gap between provinces in the centre and in the west. Considering the convergence of economic growth of every province, there exists convergence of economic growth of every province. This trend agrees with the decreasing gap of social development quality. We discuss spatio-temporal variation characteristics about social development quality and economic development level by the combination type of "economy and society". Most provinces belong to high-high","medium-medium "," low-low "type. But there are special types, such as provinces of Sichuan, Henan, Neimenggu, which belong to the types of "low-high","medium-low","high-medium".Thirdly, basing on empirical analysis, we analyze the influent factors of social development quality, discussing policy implications about social development quality.First of all, we discuss the main influent factors that affect social development quality of every province in China by the index of each dimension. Then the author considers there are four influent factors:the government administration factor, the enterprise behavior factor, the social class factor and the modern media factor, which are the comprehensive factors to affect our country's regional social development quality. Basing on it, we discuss some policy implications on how to promote regional social development quality.We discuss problems of from the perspective of regional harmonious development, so this dissertation enriches regional economics, social development economics, social economics and related discipline theory. At the same time, we study the regional social development quality of every province, which can offer a reference to assess the regional development strategy and development policy implementation effect. The research can offer a reference to draw up develop strategy and countermeasures in the regional harmonious development and social construction in the future. However, the research also has some limitations and deficiencies, such as the depth and breadth of analysis about the meaning of the three dimensions, the evaluation index selection and the in-depth analysis of the influent factors, which need to continue to study.
