The volunteer is a vital part in the Olympic games. Organizing and managing a successful Olympic games is based on the management efficiency of the Olympic volunteers. The Volunteers' characters and the features of Olympic games determine that the management of Olympic volunteers is quite different from that of ordinary human resources and of volunteers in the other fields. Beijing 2008 Olympic Games is approaching, the characteristics of China situation show that the management of the Olympic volunteers in Beijing 2008 Olympic Games differs from that of the other Olympic games. Therefore, the study on the management of Olympic volunteers is significant to the theory and practice. The dissertation, started from the Olympic volunteers' characteristics and management, comprehensively analyzed the various steps in the process of the management of the Olympic volunteers and the success and failure in the history of Olympic games. In addition, combined the general situation of volunteers' activities in China, the dissertation explored the advantages and disadvantages of the management of incoming Beijing Olympic Games, and put forward responding countermeasures aiming at the main issuses so as to provid some theoretical and practical foundation for the management of Olympic volunteers, in order to supply some references for the Beijing Organizing Committee of the Olympic Games and volunteer managers in other fields. Conclusions are drawn as following:Firstly, the Olympic volunteer are those who, not expecting any material rewards, willingly dedicate their own times, energies, skills to fulfilling various tasks assigned to them in the duration of preparation and conduct of Olympic Games. Secondly, the management of Olympic volunteers experienced four different historical stages, which are beginning, disorganized management, extensive management and intensive management. In each stage different traits are reflected with regard to personnel composition, managing model and service fields of the Olympic volunteers. Thirdly, the Olympic volunteers are the indispensable human resources in the Olympic games, whose values indicate in such three levels as the Olympic games, society and the volunteers themselves. Fourthly, the Olympic volunteers, as a special contemporary group, are characterized by huge scale, various staffs, sporadic personal objectives, and non–compulsory of group regulations. The management of the Olympic volunteers is a series of management activities and process, which are characterized by huge and complicated managing system, difficult controlling environment, interacted subjects and objects, various objectives, changing managing process, and difficult quantity evaluation. Fifthly, Olympic voluntary activities possess special time sequence and space structure, with regard to time sequence, according to preparing procedure, it is divided into pre- Olympics, Olympics, post-Olympics; in terms of space structure, it involves many basic steps, such as the Olympic volunteers' program, recruitment and selection, orientation and training, staffing and coordination, motivation, supervision and evaluation, disband. There are different contents and possible problems in each step. The manager should take measures to avoid problems.Sixthly, Considering the national situation of China, based on the analysis of the volunteers' management in the 21st World University Games and compared with the volunteers' management in the history of the Olympic Games, there exist the advantages and disadvantages in the management of Beijing's Olympic volunteers. Whether the disadvantaged can be changed into advantage in the following four years largely depends on how to solve the relationships between the efficiency of Olympics and society, between the Olympic Committee of Olympic Games and the related sectors, between the group motivation and social selection, and between Olympic volunteers and formal faculty.
