Three problems are studied in this thesis: First, how does the higher education structure develop and change from 1949 to the beginning of 21st century in JiangSu? In each phase, what are the characters of it? Second, what are the key reasons that constrain the higher education structure in JiangSu? In which way do they influence the higher education structure and what are the influences? Third, what are the regular characters of higher education structure in JiangSu? What do the characters mean? What do they explain and how to evaluate them?After my research, three conclusion can be made: First, Since the foundation of the Peoples Republic of China, higher education structure in JiangSu has undergone the process—a unity of logical and historical process, a logical and historical development which can bedescribed as discipline type differentiation→ hierarchy differentiation→type differentiation→higher education system construction. Based on the sum-up of former phase and strengthening former phase, new structure are developed in later phase. So, after risen in a spiral and continual process, higher education in JiangSu has formed a structure with stronger adaptive abilitySecond, after the foundation of the Peoples Republic of China, all kinds of factors and educational decision-making influence higher education structure in JiangSu, which is a continual process of change. As far as the factor of politics, the influence of explicit mode fades but the influence of recessive mode strengthens; the determining influence of economic factor strengthens more and more, and higher education structure shows the tendency of local economization; the relationship of higher education and science &technoiogy begins to change from interaction mode to three-dimensional mode;the balance of higher education and senior high school has been broken ,the new drawing-boosting relationship rises;the relationship of different hierarchal education turns from colleges' upgrade mode to students' entering higher school.;different type of higher education strengthens the tendency of integration;the decision-making of the structure of higher education begins from pragmatical decision-making to negotiation; the relationship of central government and local government shows the tendency which turns from control mode to game mode. Third, since the foundation of the P.R.C, the principal characters of higher education in JiangSu are these: continual adjusting in development mode; it changes in regulative means from direct management to indirect management, it is a conflict movement between partition based on science and partition based on society, it makes the tradition and the transformation unite in the result of development.The characters of this thesis are these: the main clues of development of higher education in JiangSu are clearly described; the factors of system and the key acts are concretely analyzed; the immanent mechanism is home taken apart and the full and accurate literature is applied to make the thesis base on facts.
