Many factors provide the Information Technology Curriculum (ITC) with new opportunities. The factors are as follows: the development of IT in society, the Eighth curriculum reform of basic education and the independence situation of ITC in senior high school. For taking aim to promote the development of ITC and students' information literacy (IL), the dissertation, firstly, review the history of ITC, then brings forward that it needs to view ITC in the context of cultural education, that is to say, ITC should be understood and implemented in the facet of cultural education. Cultural education means what the ITC pursue is the construction of both person and culture. For person, it should cultivate and promote his IL. For culture, it should promote the inherited, constructed and innovated of the information culture (IC).After analyzing the reciprocity between ITC and IC, this dissertation discusses the IC in ITC based on the concept of information activity, which is the synthesis of IC produced in both general and specialization information activity, and in nature, it's the integration of information activity regulars of the masses and the professional.From the aspect of cultural education, it means firstly, on building content, we should consider from three dimensions, the curricular objective, the student and the process, including respectively both technology and culture orientation, both system and its part, both prejudication and development. Secondly, on compiling instructional material, the same principles should be embodied in the progress as adapting difference, emphasizing practice, intervening evaluation and penetrating value. Thirdly, on the instructional activity, we should take care of experiencing culture in procedure, constructing culture based on student's need, adapting to culture by all-round promotion, and innovating culture by raising personality. All of them can be realized on condition that students take active part in the activities. Fourthly, on curriculum enactment, efforts should be paid on content, method, procedure and space etc.
