In 21 st century, we are entering into information society, and information has become an important resource of social and economic development. Information competency is recognized as the critical capacity for the twenty-first century. The undergraduates are the important part of intelligent resource in our country. The information competency building of college student is the request of new era, and also the great research problem of education and intelligent resource.This paper focus on the theoretical and empirical studies of the problem in undergraduate information competency building by means of literature study, comparing study, case study, questionnaire investigate and statistics, and structural equation model. The paper found the gap and problem of undergraduate information competency building in our country, reveal the basic meaning and core competency of information competency, and design the information competency standards by comparing the theoretical and practical of domestic and overseas information competency building. Base on the former research, we construct the theoretical model and make the empirical studies of the undergraduate information competency building, its influences and the model. In the end, we put forward the approaches and measures of undergraduate information competency building.The contents of this dissertation are arranged as the following:Chapter One, a brief introduction of the research background and main purpose or the paper, and summarizes the existing research achievements. In the end of this chapter, proposes the research contents, research method and research thoughts.Chapter Two, this chapter gives the literature and research review of information competency,including information competency concept, information composing model of information competency, information standard and information competency building.Chapter Three, this chapter examines the developments in information competency building initiatives in America and Europe, provides the achievement of the development of America and European information competency building. Some research initiatives are also introduced. Some examples of information competency building initiatives in the higher education sector, as well as of institutions andorganizations, projects and conferences concerned with information competency, are given. Based on former, we found the gap and problem of undergraduate information competency building in our country by comparing the information competency building initiatives among America, Europe and China.Chapter Four, we discuss the core elementof information competency, the characteristic and content of the undergraduate information competency building. Based on former and according to the five core competency of information competency, we design the undergraduate information competency standard. After that, we consultation the standard draft with some expers and revised the competency standard. In the end, we construct the confirmatory factor analysis model of undergraduate information competency standard,and make the confirmatory factor analysis of this model by means of the questionnaire investigate results and Lisrel software. We confirm the rationality of the competency standard system.Chapter Five, we make questionnaire investigate and statistics of the state and influence factors of the undergraduate information competency building. And after that, we construct the model of the undergraduate information competency and its influence factor. Based on former, we make the empirical research of this model by means of the questionnaire investigate results and Lisrel software. The empirical research results provide bases and reference for advanced quantitative research of the undergraduate information competency standard and information competency building. Base on the empirical study results, we found the main problems of undergraduate information competency building, and propose some thoughts of problem solving.Chapter Six, based on the results of the former theoretical and empirical studies, we put forward the approaches and measures of undergraduate information competency building.Chapter Seven is the summary of whole paper. We introduce the conclusion and research results.
