The educational industry of China and Taiwan have facing a common problem regarding the challenge from foreign universities since they joined the WTO in 2002. How to rectify and reform university/college management to raise performance and increase competition are the first importance in China and Taiwan.China had a great effect through universities merging from 1998 to 2000. The number of university/college had decreased from 612 to 250. Taiwan has urged universities merging from 1999, too. But there are only two mergers case before 2002, on the contrary, much opposite opinions have occurring which doubt the performance and effect of universities merging in Taiwan.The study measures efficiency and investitive benefit of universities merging in China to refer to Taiwan educational decision maker. We will study by three phase. First, measure the performance by Data Envelopment Analysis (DEA), then construct cause - effects relation by Tobit regression model and Linear Structure Relation (LISREL) model.First, using Linear Structure Relation (LISREL) model, to fine the relationship between input factors and output factors. Then measureing the efficiencies by Data Envelopment Analysis (DEA) and using Tobit regression model to construct cause-effects relation.From the result, the efficiencies of merged universities are better than non-merged universitied. On other hand, Efficiencties Matrix and Efficiencties-Reputition Matrix were created in educational strategy field.
