The rural development has been playing an important role in the process of China's modernization, and the important issue of China's sociology. This article describes the institutions as ideal types: abstract and local institutions, according to Boisot's ideal-type division of institutions based on the characteristic of the information. We take the relationship of the state-development and rural development as the interactional process of the two kinds of institutions which decides the construction, broadcast and the participation of knowledge. And so we try to analyze the institutions in the view of knowledge and knowing, and our topic is to choose one representative village to analyze the interactional process and to find what is being stable and what is the developmental.Bei Village represents such kind villages as: the village which is involved passively in the state development, the self-growing of modern agriculture in it which was isolated from the secondary and tertiary industries due to sate-owned enterprises; being fronted with the developmental transformation not only in modern agriculture and but under the influence of industrialization; keeping stability without participation; and on the verge of initiative urbanization.This article analyses the influence of revolution on Bei Village, the practice of the state policy in Bei Village since reform and opening, the distribution of land, the development of it's agriculture market, the application of producers' technology, and the peculiarity of their daily life. Each kind of behavior is in the interactional process of the two types institutions. So the social institutions of Bei Village dose not mean the inner institutions of this village but the combination pattern of different institutions. We try to reveal what problems the peasants have met, what they have solved and what they can not solve in the transition of the social institution of Bei Village.The solving of problems is the nature of development. We want to show that the rural development is not only the transfer of the peasants but also how to keep them stay in their land, and the latter is often ignored in the rural development. So we must respect the reality of these kind villages, help and promote their development instead of bring them to the unique logic and pattern of development.
