The transformation of society will inevitablly results in the changes of all social key elements, and reform of education will also give rise to the reformation of the various educational elements. After World War II, teacher education in various countries began to transform, with changing from the independent teachers college to the comprehensive university. Our country's universities and colleges have begun to reform in recent years, such as the upgrade, merger and internal intergration, indicationg that local universities and colleges have already formally entered the transfomation period. But the transformation isn't easy, the vibration triggered in the transfomation period upon teacher education will produce the subversive role of the universities and colleges. The local Normal Universities take teacher-training as their sole function, and the weakness in complexity, the transformation of teacher-training must have an important impact on the orientation , the funtion, the training objectives, currriculum design and other aspects. Teacher education is the essential chatacteristics and the symbol of the education in normal universities. Then what changes of teacher education will be emerging in the transformation period? What problems may it arise? What influence the problems will bring to the local Normal Universities? How to solve the emering issues in teacher education in the transmition period?The local Normal Universities are the core of our country's teacher- training, so their quality relates to the success or failure of our country's education reform and development. And the essues of teacher education of the local Normal universities impact on the quality of teacher education directly, so the probe of teacher education issures of the local Normal universities is not only we have to face, but also the inveitable requirment of our county's teachers educational development and the construction of teaching staff.This study is based on the structure and function theory, the social conflict theory and the group power theory, taking the issues of the local Normal universities'teacher education as the theme, through the in-depth study and exploration of present situation, causes and solution. It takes it as the research clue : what is teacher education, why we should intensify the local Normal universities'teacher education, what problems exist in the local Normal universities, what are the causes of the problems, and how to solve them , revealing the deep-seated reasons that the teacher education's issues of the local Normal universities have an impact on the orientation, personnel training, quality evaluation, educational investment and other aspects, in order to provide the fundamental theoretical support for the research. The conclusions of this paper include the following points:The first, the connation of teacher education is"the essential characteristics performed in the process of training teachers". Teacher education is the essential feature and is the core requirements of all the local Normal Universities. Therefore, studying the teacher education of the local Normal Universities is the research of the essential naturer of the teacher education of the local Normal Universities.The second, to intensify the educational nature of the local Normal Universities is the inherent requirements of teacher professional development, and is the inevitable requirements of teacher's working characteristics , and is the basic way to achieve specialization, and is the actual choice of the diversification development of higher university.The third, our country's teacher education of the local Normal Universities exists the problems such as the lack of theoretical research on teacher education, the vague orientation, the unreasonable curriculum design, the lower social assessment, the decline of the quality of teacher education and so on. Hower, the reasons of them are: the fully developed university, the inductrialization of edcation, the popularization of higher education, the unreasonalbe curriculum design of the local Normal Universities, the vague training objectives, the lower teacher education quality and so on.The fourth, to intensify the educaional nature is the social mission and inevitable choice of our coutry's local Normal Universities in the tranformation period. The main solution strategies of teacher education issues are:"superiority orientation―constructing the developing strategy which takes the teacher education as the adventage;"intensification of the feature"― constructing the education contents which take teacher education as the characteristics;"classified evaluation"―confirming the evaluation criterion which takes the different stages of teacher training as the catergories;"preferential policies"―establishing the system protection of enhancing teachers'qualification training and certification requirements;"vulnerable group helping"―establishing the education compenstory mechanism which is benefical to the development of the local Normal Universities.
