During the nearly 60 years since the foundation of new China, China's higher education has made great progress, scored remarkable achievements, and reached a mass higher education stage at the beginning of this century. Meanwhile, we have to face the problem of the co-existence of scarce and wastage of higher education resources while we are immersed in the excitement of reaching the mass higher education stage.Taking higher pedagogy and educational ceonomics and ecology as its theoretical foundation, this thesis has made a historical review on the allocation of China's higher education resources and analyzed its current situation, the thesis holds the point that the main reason for the situation of the co-existence of higher education resources scarce and wastage is that we didn't allocate and cultivate higher education resources according to the essence and intrinsic logic of higher education development. The thesis also makes an empirical study of taking the five colleges and universities of northern Jiang Su as an example, and presents thoughts on the allocation and cultivation of higher education resources from an ecology-oriented perspective in northern Jiang Su.Firstly, the thesis gives the definition of higher education resources and expounds its implication and characteristics on the basis of introducing and analyzing the definition and characteristics and allocation theory of resources. The thesis also puts forward a new classification of dividing higher education resources into talent resources, material resources and cultural resources for the first time by deeply analyzing and studying present higher education resources species and its classification. The thesis proposes that higher education ecosystem view, higher education ecology total perspective, higher education ecological equilibrium view, higher education ecology regulation view are important basis for allocating and cultivating higher education resources from the ecology point of view. With explaining the mutual relations between the three kinds of higher education resources and higher education ecosystem, the thesis points out that talent resources are the premise of the existence of higher education, material resources are the foundation of the existence of higher education and cultural resources are the soul of the development of higher education.Secondly, the thesis deeply analyzing the situation of the allocation and cultivation of higher education talent resources,material resources and cultural resources in China from the foundation of new China on the theoretical basis of higher education's resources and higher education ecology views, points out that the allocation and cultivation of higher education resources of our nation has being influenced unduly by plan-oriented system and market-oriented system and has been evolving without following the requirements of higher education eco-system, and that the above is the root of the problem of the co-existence of scarce and wastage of China's higher education resources at present.Thirdly, to the problem of the co-existence of scarce and wastage of China's higher education resources, the thesis proposes that allocate and cultivate higher education resources through the orientation of ecology according to the essence and intrinsic development logic of higher education and higher education ecology views, namely, on the one hand, divide the universities and colleges of higher education system into different stratifications and allocate higher education talent resources and material resources according to the stratification laws and niche theory of ecology, on the other hand, mainly cultivate elite higher education cultural resources in the colleges and universities of elite higher education stratification, mainly cultivate mass higher education cultural resources in the colleges and universities of mass higher education stratification.Lastly, the thesis takes northern Jiang Su as an example to carry out empirical study on the basis of the thought of allocating and cultivating higher education resources through the orientation of ecology proposed above, and draw a conclusion that the general allocation efficiency of talent resources and material resources in northern Jiang Su is in a low level and furthermore, the thesis proposes the advice of adjusting the quantity of colleges and universities of different subjects, controlling enrollment scale, controlling the overhigh student-teacher ratio and change the serious"scholars take leadership"phenomenon in northern Jiang Su.
