Research On Population Development Government Governance

The core and substance of all population issues is about development. Free, full and comprehensive developmen is the crucial demand of all population issue.Population development plays a decisive role in the economic and social development. Good population growth is related to the coordinated and sustainable development between the population and the economy, society, resources and environment; related to China's transition from a big population countrychange to a strong human capital country; related to the achievement of a higher level well-off society ambitious goal, which benefit of over one billion people. Scientific, effective population management is an important means to promote and achieve population development. The 21st century, the economy, society, government restructuring deepens; scientific concept of poupulation development demands converting "population growth vision " into "population development vision"; population development becomes an essential influencing factor in constructing a harmonious; comprehensive constructing well-off society requires family planning reform and development putting more emphasis on people-centered core idea. In this context, emerging from the planned economic system, the traditional means of population management pattern, which merely gave service to the population growth control strategy and mainly focused on administrative means, has become'increasingly unsuited to the demands of developments the main constraints of. How to solve this issue in the next period? The author drew on the essence of western governance theories, which is constrcting government, market and civil society interdependent and pluralistic cooperative public affairs governance model; and tentatively proposed the government guide, nurture, and encourage market, intermediary organizations, and public to participate social affairs of population development. Government, market, and public society benign interactive pluralistic governance structure is gradually establishing. In addition, a new population management pattern-population development government governance model, which reflects population harmony and scientific development would be realized finally via the providing of effective service and public goods rather than original enforcement intervention administrative means.In this article, the definition of the population development has initially been launched, involving the annotation of the concept of population development and the distinction from a series of similar concepts. Then define the subject of this article-population growth in narrow sense, the population self-development. In the context of social and economic development, different institutional arrangements (including the government management system) will certainly affect the population development; therefore, on the basis of narrowly defining the concept of population development, this article attempts to redefine the concept from the institutional angle. Then, using the demographic transition theory, the explaining tool, population issues and population management drawbacks which have been induced by the state's extrapolated population development model were revealed. Subsequently, in the background of the common transition of market, civil society, and the role of the government, the article proposed a new concept-population development government governance, and made a detailed analysis of its content, features, functions and tasks respectively. Further, on a macro view, the author conducted a overall design of the institutional system of population development governance, in order to improve the model, including the guiding principle of population development governance; governance concepts, functions, structure, subject, and means; organization redesign of population development governance; government, civil society organizations, and community trinity's three-dimensional network governance mechanisms; and covering human resources, capital investment, public service announcement and digital technology "multiple security" population development governance system.In the latter part of the article, taking our most populated province, Sichuan, as an example, firstly analyzed the current situation of Sichuan population development, and then used the "population development discrete equation" to build model of forecasting future population trends in Sichuan, with a view to explore the current and future population issues in the course of Sichuan population development and to governance. It includes:the total population of Sichuan and governance, governance of sex ratio at birth in Sichuan, Sichuan population aging and its governance, promoting the governance of an orderly transfer from the rural to the urban, improving the overall quality of the population in Sichuan and its governance. The author has a separate research on governance countermeasures. After detailed discussion of the agument, "quantity first, structure second", which is controversial in China's academic circle, the author stated stated the point of view, and proposed: "the number and structure simultaneously, the governance of the natural population structure should be the crucial point which can not be ignored currently in Sichuan." Lastly, the population aging and the high sex ratio at birth, the prominent natural population structure issue, were more refined. Additionally, concrete measures and proposals were raised respectively, combining with governance elements.In summary, based on the perspective of population development, borrowing the essence of governance theory to study the population development management system and propose the population development government governance model is highly theoretical and practical, and even more a brand-new attempt.
