The paper regards the village Hong's story on the poverty alleviation and development as the research subject. With the whole description,understanding and interpretation on the beginning,development and closure of the story, The dissertation is to explore the essential feature,political logic and governance logic on the poverty alleviation of the party and government organs, and then explore and answer the theoretical and practical issues such as the rural grass-roots governance and state-making and so on.For this reason, the author participated and observed the village's poverty alleviation and development for one year, grasped the whole process on the poverty alleviation and development. Regarding the whole work as the contact, the paper narrates the operation of power and its strategy technologies in the story, with the interaction of the state power and the local power, investigates the collision,running and coexist of two types of power of the story. On this basis, the author attempts to acquire the overall cognitive on the poverty alleviation of the party and government organs, to obtain the interpretation on the power,technology,relationship and strategy, and to gain the comprehension on basic logic of the rural grass-roots governance and the state-making.The dissertation gathers the following basic congnitive fruits based on the interaction of the Working Group(state),local government and peasant:Firstly, the campaign-styled governance is the essential feature of the poverty alleviation of the party and government organs, and the important logic of the rural grass-roots governance of the state as well; the campaign-styled governance exists and exerts owing to the restriction of the post-totalitarian and the continuance of the centralized governance logic.Secondly, after the end of the people's commune and the abolishment of the agricultural taxes and fees, the state power withdraws the rural society partly; the substantial changes of the relationship of the state and rural society, the state power withdrew the rural society is only the little part, the change is the governance rather than the political, the state control and the strategy, tactics and technology of the grass-roots governance is the fundamental changing, in other words, is from the body treatment to the technical governance,from the all-around control to the selective control.Thirdly, the basic orientation of the state-making is to reinforce the construction of the infrastructural power and to promote the rational of the modern bureaucracy governance system, and transform the strategy of the grass-roots governance, enrich the resources of the grass-roots governance, so as to push the campaign-styled governance into the institutional governance, and to achieve the construction of modern state.
