Mineral Resources Development Environment Compensation Mechanism Research

From the root of speaking, mine geological environment problem is caused by overexploitaction of mining. And the profound reason is economic benefits driven and management does not reach the designated position. Resource utilization of externality problem must be adjusted and compensated in accordance with the rules of market economy.In China, the mine geological environment in the theory and practice of the ecological compensation has taken steps to explore aspects. But the research on this issue is not systemic and deep. Therefore, to strengthening the theoretical research of mine geological environment compensation mechanism has important theoretical meaning and great economic and social value in promoting sustainable economic development of mining, establishing a feasible economic compensation method and the comprehensive harness new ways, promoting the improvement of mine geological environment.How to adjust the relationship between the development and utilization of mineral resource and the ecological environment protection, establish mineral resources development environment compensation mechanism, accelerate the recovery of eco-environment in mining areas, has become a very important tasks in China. Some developed countries has accumulated comparative rich experience in the mining area environment protection and management including mineral resources development environment compensation. Our country also conducted a series of exploration in theory and in practice, established some ecological protection policy, but lacked of legal basis and the country’s overall policy guidance, the mineral resources ecological protection across the integral effect is bad. This article systematically elaborated establishing mineral resources environmental compensation in the social background, analysed process and effects of mines environmental management and ecological recovery policy, created the facing problems and obstacles in establishing mineral resources environment compensation mechanism. As the experience for reference, this article expounds the foreign relevant mineral resources environment compensation policy practice, combines with the problems that existing in Chinese mine environmental management and ecological restoration work, especially focus on compensation financing mechanism, using mechanism, the coordination and planning within administrative department, supervision and administration mechanism etc. Put forward some policy Suggestions of establishing Chinese mine environmental management and ecological recovery compensation mechanism.
