The scientific mining is defined as mining coal resources under the conditions of safety,environment protection and high recovery rate. It is the direction for utilizing coal as a green energy.Now, this concept has been widely recognized since it was proposed. Therefore, it is important todevelop an evaluation index system and method, in order to evaluate the scientific mining techniquequantitatively.The scientific mining technique is proposed on the basis of analyzing the history of coal miningand the evolution process of coal mining as well as the previous relevant research results. It involvessix core issues, including the mining safely, the green mining, the high recovery rate mining, theintensive and effective mining, as well as the intelligent and full-cost exploitation. The techniquealso contains four controlling factors, such as the geological conditions of resources, the miningsafety guarantee system, the scientific management guarantee system, as well as the economy andsociety benefits consideration.The evaluation indexes is developed on the basis of analyzing the complex technical and socialfactors of coal mining using the principle and the theory of physics such as analysis, graph theory,“force” and “field”.A multi-expert participating model for evaluating scientific mining is established by utilizingextension theory, subjective and dynamic weighting method, linear weighted composite method,experts-input-parameter method.The evaluation method of scientific mining is presented herein with dimensionless of evaluationindexes in all levels. The ESSM software, which can be used to calculate scientific miningcoefficient(ScMC) and scientific mining ranking(ScMR) separately and/or simultaneously, isincluded in the model and it is capable to conduct a comprehensive analysis for evaluation asrequired.
