The Influence Factors And The Control Mode Of CER In Underground Mining

This study investigates the influencing factors and control mode of the work well mining coal extraction rate systematically by conducting the mineral resources economics, regulation economics and modem management theory and method. First of all, this study defines the classification, measurement method and measuring process of coal extraction rate. On the basis of definition, this study proposes new classification, definition and transformation relationship of coal reserves, which forms the practice foundations of this study. Second, this study proposes the geoioGlcal factors, management factors and technical factors which affect coal extraction rate according to loss truth in the process of mining, then proposes new coal extraction rate standard system on the basis of investigating the relevance between the three kinds of factors and coal extraction rate by conducting quantitative analysis. Third, this study combines the failure of economical factors and the development trend in our country’s coal industry to propose the necessity and two main regulatory points of applying weak supervision of natural monopoly on coal extraction rate-license management and the optimal coal resource compensation coefficient, then analyses details of the two main regulatory points combined with the new coal extraction rate regulatory processes. Finally, this study constructs the coal enterprise internal control index system and method system through the design of coal extraction rate enterprise management processes and collected data to report empirical results.
