Special pressure equipment is born with professional technical characteristics and potential high risk. The accidents caused by special pressure equipment may not only bring heavy casualties, but also huge economic loss, even extremely serious adverse social impact and environmental problems. Under the background of rapid growth of equipment’s quantity and limited regulation resources, it has the vital significance to implement risk-based supervision for special pressure equipment and improve the efficiency of supervision. In this paper, the main research results are as follows:1)The concept of risk-based supervision for special pressure equipment is introduced, a three-dimensional structure system and process are built for the special pressure equipment social risk early warning, which contains single parameter risk early warning and synthetic social risk early warning.2)The scientific definition of special pressure equipment social risk is given, the evolution mechanism of special pressure equipment social risk is analyzed and the fact that the level of special pressure equipment social risk is influenced by equipment inherent risk and the vulnerability of hazard-affected body is made clear, and hazard-affected bodies include personnel, facilities and environment.3)Inherent risk and the vulnerability of hazard-affected bodies are respectively identified systematically for the influence factors of special pressure equipment social risk, and the meanings of all the factors are illustrated.4)Combined with the factors identification results, the " 2 categories- 29 indexes " special pressure equipment social risk early warning index system is built, and the weight of index indexes are determined and dimensionless processed, evaluation functions and standards for each early warning indicator are given.5) The social risk comprehensive assessment model of special pressure equipment, life risk assessment model, economic risk assessment and environment risk assessment model are respectively built. The classification standards and classification early warning methods for special pressure equipment are determined, the application scope and application methods of early warning are studied.6)The stakeholders of special pressure equipment safety are analyzed, the influence by the game of the government and enterprises is made clear to the special pressure equipment. The "entrust- agent" relationship of special pressure equipment safety supervision is analyzed. A comparative study on the different strategies models’ influence on the government administration and the enterprise safety investment is conducted, and considering of analysis of game results, integrated control strategies and hierarchical control strategies for special pressure equipment social risk are made.7)An example of boiler is taken, the empirical analysis of early warning method for the special pressure equipment social risk is conducted, and the empirical results show that the early warning method conforms to the actual situation, the method is practical and scientific.8)The empirical analyses respectively for special pressure equipment as a whole and game process of pressure equipment are carried out, and the studies show that from 2001 to 2014, the game between the government supervision and enterprises in China led a decrease on the level of accident. |
