China is suffering from water resource deficiency. Chinese per capita of water resources is only 2500 cubic meters, which is a quarter of the world’s per capita. In addition, China was listed as one of the 13 countries of water shortage by the United Nations. Water pollution and aquatic ecosystem destoy are emerging serious problems in China which is caused by imbalance of regional water resource motablism on structure and function. In order to reduce deficiency of water resource, reasonable plan and scientific use of water are the keynote. Urban area of Dezhou is the center of ecnomy, government and culture of the city including Decheng district, Economic technology developing district and the Canal economy developing district. The objective of the thesis is on the basis of investigating of water pollution degree and pollution points in Dezhou urban area to reveal the rule of pollutants poduct and emission, simulate and predict the rule of pollutants migrate and transfer in natural water bodies by using SWAT, and to propose stratigy of ater pollution control and aquatic ecosystem promotion.(1) Characteristic of natural water body pollution in Dezhou from 2011 to 2013 was investigated. The results showed that typical pollution factors are CODMn, BOD5, ammonia nitrogen, oil, CODcr and total phosphorus in Jianhe River, Chahe River and the Great Canal. Among which, BOD5, ammonia nitrogen and CODCr are the overproof factors. Three reservoirs water quality are fine and rearch the standard of III level in Environmental quality standards for surface water (GB 3838-2002), hinting a low pollution level.(2) The rule of pollutants poduct and emission in the planning area is investigated. It is revealed that all the industial point pollution source and domestic sewage are properly treated and rearch the emission standard. The reuse ratio of reclaimed water is very low. In Dezhou district, the only case is that Dezhou College reused 3000 m3/d reclaimed water from Shangshi Envioronment Water company. Nonpoint sources waste water, including farms, croplands and villages, are rarely collected and treated. Nonpoint source pollution reduce and control technological system is urgently needed in Dezhou.(3) In planning area, aquatic ecosystem integrity is destroyed and the selfcleaning capability is very weak.(4) Effect of water reuse and constructed wetland treatment on river water quality is simulated and predicted using SWAT model. With water reuse and deep treatment by constructed wetland, Chahe River water quality will reach V level standard, Jianhe River water quality will reach IV level standard in 2015 and 2020, respectively.(5) With the support of the predict results, technique methods and key projects is planned. The key projects including,1) build water-saving and syling community,2) industrial point pollution souce reduce and control,3) planning of sewage collecting networks and treatment plants,4) aquatic ecosystem restoration and CWs construction, 5) planning of reclaimed water reuse,6) disposition of excess sludge panning,7) regional water resource guarantee system,8) nonpoint pollution sources control planning,9) potable water sources rotect, and 10) early warning and emergency response. The urban area of Dezhou surface water quality will meet the IV level standard after the plan carried out.
